AMENDMENT TO HOUSE BILL 1434

AMENDMENT NO. ______. Amend House Bill 1434 as follows:

on page 1, line 12, by replacing "The public universities" with "Public and private universities and colleges"; and

on page 1, line 14, after "campus", by inserting "or a community college extension site"; and

on page 1, by replacing line 16 with the following: "university or college. If there is a disagreement on whether the university or college program meets local workforce needs, a 5-person panel shall be appointed to determine if the university's or college's proposed program on the community college campus or extension site reasonably meets local workforce needs. Two members of the panel shall be from local employers representing the applicable field of study, appointed by the Board of Trustees of Community College District No. 512. Two members of the panel shall be university or college officials with expertise in the applicable field of study, appointed by the governing board of the university or college submitting the program proposal. One member shall be a Community College District No. 512 official with expertise in the applicable field of study, appointed by the Board of Trustees of Community College District No. 512. Community College District No. 512 may only proceed with the pilot program if a majority of the panel rules that the university's or college's proposed program on Community College District No. 512's campus or extension site does not reasonably meet local workforce needs."; and

on page 2, line 1, by replacing "university" with "or private university or college"; and

on page 2, line 3, by replacing "or the State." with the following: ", the State, or Community College District No. 512 students not enrolled in the pilot program. At the completion of the Community College District No. 512 pilot program, the Illinois Auditor General shall conduct an audit to determine if any funding for the pilot program was provided by local taxes, the State, or the community college students not enrolled in the program."; and

on page 2, line 4, by deleting "State Board and the"; and

on page 2, line 5, by replacing "have" with "has"; and

on page 2, line 5, after "programs", by inserting the following: "in a manner consistent with approving new bachelor's degree programs at all State public universities"; and

on page 2, line 8, after the period, by inserting the following: "Credits obtained by any student in the pilot program prior to the sunset date shall be automatically transferable to any public or private university or college offering the same or a similar program."; and

on page 2, immediately below line 8, by inserting the following:

"The intention of this Section is to allow Community College District No. 512 to meet specific, documented workforce needs in the district that no public or private university or college is willing and able to reasonably meet. Community College District No. 512 is prohibited from becoming a primarily baccalaureate degree-granting, 4-year institution of higher learning."; and

on page 2, lines 9 and 10, by replacing "upon becoming law" with "July 1, 2008".
