Amends the Southern Illinois University Management Act. Provides that the Illinois Ethanol Research Advisory Board shall establish and operate, subject to specific appropriation for the purpose of providing facility operating funds, the National Corn-to-Ethanol Research Center at Southern Illinois University at Edwardsville as a State Biorefining Center of Excellence. Sets forth the purposes and goals of the Center.

| AN ACT concerning education.

| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 5. The Southern Illinois University Management Act | 5 |
| is amended by changing Section 6.6 as follows:

| (110 ILCS 520/6.6)

| Sec. 6.6. The Illinois Ethanol Research Advisory Board.
| 8 |
| (a) There is established the Illinois Ethanol
Research | 9 |
| Advisory Board (the "Advisory Board").
| 10 |
| (b) The Advisory Board shall be composed of 13 members | 11 |
| including: the
President of
Southern Illinois University who | 12 |
| shall be Chairman;
the Director of Commerce and Economic | 13 |
| Opportunity;
the Director of Agriculture; the President of the
| 14 |
| Illinois Corn Growers Association; the President of the | 15 |
| National Corn Growers
Association; the President of the | 16 |
| Renewable Fuels Association; the Dean of the
College of | 17 |
| Agricultural, Consumer, and Environmental Science,
University | 18 |
| of Illinois at
Champaign-Urbana;
and 6 at-large members | 19 |
| appointed by the Governor representing the ethanol
industry, | 20 |
| growers, suppliers, and universities.
| 21 |
| (c) The 6 at-large members shall serve a term of 4 years. | 22 |
| The Advisory
Board shall
meet at least annually or at the call | 23 |
| of the Chairman. At any time a majority
of the Advisory Board |

| may petition the Chairman for a meeting of the Board.
Seven
| 2 |
| members of the Advisory Board shall constitute a quorum.
| 3 |
| (d) The Advisory Board shall:
| 4 |
| (1) Review the annual operating plans and budget of the | 5 |
| National
Corn-to-Ethanol
Research Pilot Plant.
| 6 |
| (2) Advise on research and development priorities and | 7 |
| projects to be
carried out at the Corn-to-Ethanol Research | 8 |
| Pilot Plant.
| 9 |
| (3) Advise on policies and procedures regarding the | 10 |
| management and
operation of the ethanol research pilot | 11 |
| plant. This may include contracts,
project selection, and | 12 |
| personnel issues.
| 13 |
| (4) Develop bylaws.
| 14 |
| (5) Submit a final report to the Governor and General | 15 |
| Assembly outlining
the progress and accomplishments made | 16 |
| during the year along with a financial
report for the year.
| 17 |
| (6) Establish and operate, subject to specific | 18 |
| appropriation for the purpose of providing facility | 19 |
| operating funds, the National Corn-to-Ethanol Research | 20 |
| Center at Southern Illinois University at Edwardsville as a | 21 |
| State Biorefining Center of Excellence with the following | 22 |
| purposes and goals: | 23 |
| (A) To utilize interdisciplinary, | 24 |
| interinstitutional, and industrial collaborations to | 25 |
| conduct research. | 26 |
| (B) To provide training and services to the ethanol |

| fuel industry to make projects and training to advance | 2 |
| the biofuels industry in the State more affordable for | 3 |
| the institutional and industrial bodies, including, | 4 |
| but not limited to, Illinois farmer-owned ethanol | 5 |
| cooperatives. | 6 |
| (C) To coordinate near-term industry research | 7 |
| needs and laboratory services by identifying needs and | 8 |
| pursing federal and other funding sources. | 9 |
| (D) To develop and provide hands-on training to | 10 |
| prepare students for the biofuels workforce and train | 11 |
| workforce reentrants. | 12 |
| (E) To serve as an independent, third-party source | 13 |
| for review, testing, validation standardization, and | 14 |
| definition in areas of industry need. | 15 |
| (F) To provide seminars, tours, and informational | 16 |
| sessions advocating renewable energy. | 17 |
| (G) To provide consultation services and | 18 |
| information for those interested in renewable energy. | 19 |
| (H) To develop demonstration projects by pursuing | 20 |
| federal and other funding sources.
| 21 |
| (e) The Advisory Board established by this Section is a | 22 |
| continuation, as
changed by
the Section, of the Board | 23 |
| established under Section 8a of the Energy
Conservation and | 24 |
| Coal Act and repealed by this amendatory Act of the 92nd
| 25 |
| General Assembly.
