AMENDMENT TO SENATE BILL 2795

2     AMENDMENT NO. ______. Amend Senate Bill 2795, AS AMENDED,
3 with reference to page and line numbers of Senate Amendment No.
4 1, as follows:
 
5 on page 46, immediately below line 19, by inserting the
6 following:
7     ""School needs" means the needs of the proposed school
8 district and any districts in the area adjacent thereto in
9 relation to, without limitation, providing a full range of high
10 quality educational and extracurricular programs, maintaining
11 a full complement of professional staff to deliver optimal
12 educational services, meeting the program and staff needs of
13 all students, including students with disabilities and
14 students in career and technical education courses, maximizing
15 community involvement in school governance, operating on an
16 economically efficient basis, and maintaining a sufficient
17 local tax base."; and
 
18 on page 50, by replacing lines 4 through 6 with the following:
19          "(2) After an election in which an elementary district
20     votes to join an optional elementary unit district in
21     accordance with paragraph (1) of this subsection (d), but
22     prior to the dissolution of the elementary district, the
23     elementary district must first"; and

1 on page 68, line 13, after "Code)", by inserting "and the
2 elementary district, prior to dissolution, shall issue funding
3 bonds pursuant to Sections 19-8 and 19-9 of the School Code to
4 liquidate any operational deficit or debt incurred or
5 accumulated since the date of the election in which the
6 proposition to form the optional elementary unit district
7 passed"; and
 
8 on page 72, line 17, after "Revenue", by inserting "and shall
9 (here identify the elementary district by name and number),
10 prior to dissolution, issue funding bonds pursuant to Sections
11 19-8 and 19-9 of the School Code to liquidate any operational
12 deficit or debt incurred or accumulated since the date of the
13 election in which the proposition to form (here identify the
14 optional elementary unit district by name and number) passed".
