AMENDMENT TO SENATE BILL 820

2     AMENDMENT NO. ______. Amend Senate Bill 820 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 1. Short title. This Act may be cited as the
5 Public Building Surveillance Camera Act.
 
6     Section 5. Surveillance cameras; installation. Any
7 municipality with a population greater than 500,000, that has
8 enacted an ordinance or resolution requiring any business to
9 install one or more surveillance cameras based on the
10 business's hours of operation must install and operate
11 surveillance cameras at all locations owned or leased by the
12 municipality where the municipality collects fees or payments
13 or where official action is taken regarding expenditure of
14 public funds. If a municipality is required to install
15 surveillance cameras under this Section, installation must be
16 completed within the time period specified in the ordinance or
17 resolution for the installation of surveillance cameras by the
18 businesses. The municipality must also comply with any other
19 provisions of the ordinance or resolution related to the
20 installation and operation of surveillance cameras.
 
21     Section 10. Home Rule. This Act is a limitation under
22 subsection (i) of Section 6 of Article VII of the Illinois
23 Constitution on the concurrent exercise by home rule units of

1 power and functions exercised by the State.
 
2     Section 90. The State Mandates Act is amended by adding
3 Section 8.30 as follows:
 
4     (30 ILCS 805/8.30 new)
5     Sec. 8.30. Exempt mandate. Notwithstanding Sections 6 and 8
6 of this Act, no reimbursement by the State is required for the
7 implementation of any mandate created by this amendatory Act of
8 the 94th General Assembly.
 
9     Section 99. Effective date. This Act takes effect upon
10 becoming law.".
