AMENDMENT TO HOUSE RESOLUTION 1063

2     AMENDMENT NO. ___. Amend House Resolution 1063 by replacing
3 everything after the heading with the following:
 
4     "WHEREAS, Public Act 94-693 was signed into law to create
5 the Covering ALL KIDS Health Insurance Act to provide access to
6 affordable health insurance coverage for all children residing
7 in the State of Illinois; and
 
8     WHEREAS, The Department of Healthcare and Family Services
9 estimates that there are 253,000 uninsured children in Illinois
10 and roughly half of these children are eligible for the KidCare
11 program; and
 
12     WHEREAS, The provisions of the new Covering ALL KIDS Health
13 Insurance Program provide that children may be enrolled in the
14 program as long as they are living in Illinois for other than a
15 temporary or transitory purpose and no requirement for previous
16 residency is required; and
 
17     WHEREAS, Concerns have arisen that families may move to
18 Illinois from other areas to take advantage of the new Covering
19 ALL KIDS Health Insurance Program, which includes a State
20 subsidy for the medical care provided to enrollees; and
 
21     WHEREAS, Families move for many reasons, including for

1 employment, and often these moves are across state lines; all
2 variables influencing these moves, as well as historic patterns
3 of movement among families, must be taken into account to
4 accurately assess whether families come to Illinois for the
5 sole purpose of enrolling their children in the Covering ALL
6 KIDS Health Insurance Program; therefore, be it
 
7     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9 we urge the Department of Healthcare and Family Services, in
10 completing the study required under Section 45 of the Covering
11 ALL KIDS Health Insurance Act, to assess the extent to which
12 the availability of the Covering ALL KIDS Health Insurance
13 Program has increased the movement of families into the State;
14 and be it further
 
15     RESOLVED, That information gathered from surveying
16 residency for Covering ALL KIDS Health Insurance Program
17 enrollees should be included in the report that the Department
18 of Healthcare and Family Services is required to submit to the
19 Governor and the General Assembly under Section 45 of the
20 Covering ALL KIDS Health Insurance Act; and be it further
 
21     RESOLVED, That a suitable copy of this resolution be
22 presented to the Director of Healthcare and Family Services.".
