AMENDMENT TO HOUSE BILL 5429

2     AMENDMENT NO. ______. Amend House Bill 5429 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Public Community College Act is amended by
5 adding Section 2-23 as follows:
 
6     (110 ILCS 805/2-23 new)
7     Sec. 2-23. Mobile response workforce training pilot
8 program.
9     (a) From appropriations made for the purposes of this
10 Section, the State Board shall implement and administer a
11 mobile response workforce training pilot program at 3 community
12 colleges to address the fact that businesses are struggling to
13 recruit a qualified workforce because of the frequent emergence
14 of new technologies in the workplace and subsequent skill set
15 requirements. The program shall meet all of the following
16 requirements:
17         (1) The program must be a collaborative model that
18     integrates mobile workforce training with job creation and
19     economic development.
20         (2) The program must provide participating businesses
21     with on-site training activities and resources across all
22     functions, including without limitation recruiting,
23     assessing and training potential employees, developing and
24     producing training materials, providing training

1     facilities, and delivering customized services, with the
2     long-term objective of maintaining business and industry
3     in this State and attracting new businesses and industries
4     to this State.
5         (3) The program must be operated for a period of 3
6     years.
7     The program is encouraged to use the highly successful
8 Alabama Industrial Development Training program as a model for
9 guidance and direction.
10     (b) The State Board is authorized to administer the mobile
11 response workforce training pilot program in conjunction with
12 current programs and grants and in cooperation with other State
13 agencies.
14     (c) The State Board shall by rule establish the criteria to
15 be used in selecting the community colleges that are to
16 participate in the mobile response workforce training pilot
17 program, standards for implementation of the program, and goals
18 to be accomplished during the 3 years of program.
19     (d) On or before January 1, 2009, the State Board shall
20 file with the Governor and the General Assembly a report on the
21 progress of the mobile response workforce training pilot
22 program.
 
23     Section 99. Effective date. This Act takes effect upon
24 becoming law.".
