AMENDMENT TO HOUSE BILL 2943

2     AMENDMENT NO. ______. Amend House Bill 2943 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Criminal Code of 1961 is amended by adding
5 Section 16-22 as follows:
 
6     (720 ILCS 5/16-22 new)
7     Sec. 16-22. Tampering with a security, fire, or life safety
8 system.
9     (a) A person commits the offense of tampering with a
10 security, fire, or life safety system when he or she knowingly
11 damages, sabotages, destroys, or causes a permanent or
12 temporary malfunction in any physical or electronic security,
13 fire, or life safety system or any component part of any of
14 those systems including, but not limited to, card readers,
15 magnetic stripe readers, Wiegand card readers, smart card
16 readers, proximity card readers, digital keypads, keypad
17 access controls, digital locks, electromagnetic locks,
18 electric strikes, electronic exit hardware, exit alarm
19 systems, delayed egress systems, biometric access control
20 equipment, intrusion detection systems and sensors, burglar
21 alarm systems, wireless burglar alarms, silent alarms, duress
22 alarms, hold-up alarms, glass break detectors, motion
23 detectors, seismic detectors, glass shock sensors, magnetic
24 contacts, closed circuit television (CCTV), security cameras,

1 digital cameras, dome cameras, covert cameras, spy cameras,
2 hidden cameras, wireless cameras, network cameras, IP
3 addressable cameras, CCTV camera lenses, video cassette
4 recorders, CCTV monitors, CCTV consoles, CCTV housings and
5 enclosures, CCTV pan-and-tilt devices, CCTV transmission and
6 signal equipment, wireless video transmitters, wireless video
7 receivers, radio frequency (RF) or microwave components, or
8 both, infrared illuminators, video motion detectors, video
9 recorders, time lapse CCTV recorders, digital video recorders
10 (DVRs), digital image storage systems, video converters, video
11 distribution amplifiers, video time-date generators,
12 multiplexers, switchers, splitters, fire alarms, smoke alarm
13 systems, smoke detectors, flame detectors, fire detection
14 systems and sensors, fire sprinklers, fire suppression
15 systems, fire extinguishing systems, public address systems,
16 intercoms, emergency telephones, emergency call boxes,
17 emergency pull stations, telephone entry systems, video entry
18 equipment, annunciators, sirens, lights, sounders, control
19 panels and components, and all associated computer hardware,
20 computer software, control panels, wires, cables, connectors,
21 electromechanical components, electronic modules, fiber
22 optics, filters, passive components, and power sources
23 including batteries and back-up power supplies.
24     (b) Sentence. A violation of this Section is a Class 4
25 felony.".
