AMENDMENT TO HOUSE BILL 2345

2     AMENDMENT NO. ______. Amend House Bill 2345 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 1. Short title. This Act may be cited as the
5 Electronic Health Records Taskforce Act.
 
6     Section 5. Electronic Health Records Taskforce
7 established. There is hereby created the Electronic Health
8 Records Taskforce, hereinafter referred to as the EHR
9 Taskforce. The EHR Taskforce shall be convened by the
10 Department of Public Health, in coordination with the
11 Department of Public Aid.
 
12     Section 10. Taskforce duties; membership.
13     (a) The EHR Taskforce shall create a plan for the
14 development and utilization of electronic health records (EHR)
15 in the State in order to improve the quality of patient care,
16 increase the efficiency of health care practice, improve
17 safety, and reduce health care errors. The EHR plan shall
18 provide policy guidance for application for federal, State, or
19 private grants to phase in utilization of EHR by health care
20 providers.
21     (b) The Taskforce shall include representatives of
22 physicians, hospitals, pharmacies and long-term health care
23 facilities, academic health care centers, payors, patients and

1 consumers, and information technology providers.
 
2     Section 15. EHR plan. The EHR plan shall include, but not
3 be limited to, a consideration of all of the following:
4         (1) key components of and standards for comprehensive
5     EHR systems for recording, storing, analyzing and
6     accessing patient health information, assisting with
7     health care decision-making and quality assurance, and
8     providing for online health care;
9         (2) consistent data elements, definitions, and formats
10     that should be incorporated in EHR systems;
11         (3) analysis of costs and benefits in implementing EHR
12     by various types and sizes of health care providers;
13         (4) survey of equipment, technical assistance, and
14     resources that would be necessary to assist smaller health
15     care providers with EHR implementation and utilization;
16         (5) standards, technology platforms, and issues
17     related to patient access to their individual medical and
18     health data;
19         (6) a potential phase-in plan for implementing EHR by
20     health care providers throughout Illinois; and
21         (7) patient privacy, security, and compliance with
22     applicable rules set forth in the federal Health Insurance
23     Portability and Accountability Act of 1996 (HIPAA).
 
24     Section 99. Effective date. This Act takes effect upon
25 becoming law.".
