1 SENATE RESOLUTION
2 WHEREAS, The members of the Senate of the State of
3 Illinois were saddened to learn of the death of Frank Chess,
4 Jr. on Monday, May 5, 2003; and
5 WHEREAS, Frank Chess, Jr. was born in Waukegan on July
6 10, 1944; he was a lifelong resident of Waukegan; and
7 WHEREAS, Mr. Chess enjoyed a career of thirty seven years
8 serving the city, and retired as Director of the Waukegan
9 Water Utility in 1999; and
10 WHEREAS, Mr. Chess was a member of the AWWA (American
11 Water Works Association), the North Shore Water Works
12 Association, serving as Vice President in 1987, and the West
13 Shore Water Works Association; and
14 WHEREAS, He was honored with the AWWA Clifford H. Fore
15 Award for Distinguished Service, the American Public Works
16 Association Samuel A. Greeley Local Government Service Award,
17 and the IPWSOA Operator of the Year Award; he was also active
18 in community service, assisting the local Boy Scouts, youth
19 baseball organizations, and the City Government; and
20 WHEREAS, The passing of Frank Chess, Jr. has been deeply
21 felt by all who knew him, especially his wife of 39 years,
22 Robin (nee Horne) Chess; his daughter, Kimberly (Irvin)
23 Grimes; his son, Kenneth (Georgia) Chess; his grandchildren,
24 Kenneth Miller and Francesca Grimes; his brother, Joseph
25 (Sandra) Chess; as well as a large extended family, and pet
26 "Buddy"; therefore, be it
27 RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL
28 ASSEMBLY OF THE STATE OF ILLINOIS; that we mourn the passing
29 of Frank Chess, Jr. and express our sincere and deepest
30 sympathy to his family and friends; and be it further

1 RESOLVED, That a suitable copy of this resolution be
2 presented to the family of Frank Chess, Jr. as an expression
3 of our condolences during their time of bereavement.
