21 or any agency thereof, any municipal corporation, or
22 political subdivision of the State, or with any public or
23 private corporation, organization, or individual.
24 Section 3b. The sum of $264,000, or so much thereof as
25 may be necessary and as remains unexpended at the close of
26 business on June 30, 2003, from a reappropriation heretofore
27 made in Article 71, Sections 3a and 3b of Public Act 92-538,
28 as amended, is reappropriated from the Illinois Historic
29 Sites Fund to the Historic Preservation Agency for awards and
30 grants for historic preservation programs made either
31 independently or in cooperation with the Federal Government
32 or any agency thereof, any municipal corporation, or

1 political subdivision of the State, or with any public or
2 private corporation, organization, or individual.
3 Section 3d. The sum of $414,000, less $150,000 to be
4 lapsed from the unexpended balance, or so much thereof as may
5 be necessary and as remains unexpended at the close of
6 business on June 30, 2003, from a reappropriation heretofore
7 made in Article 71, Section 3d of Public Act 92-538, as
8 amended, is reappropriated from the General Revenue Fund to
9 the Historic Preservation Agency to make Illinois Heritage
10 Grants for the purpose of planning, survey, rehabilitation,
11 restoration, reconstruction, landscaping and acquisition of
12 Illinois properties designated on the National Register of
13 Historic Places or as a landmark based on a county or
14 municipal ordinance or those located within certain historic
15 districts deemed historically significant.
16 Section 3e. The sum of $275,000, or so much thereof as
17 may be necessary, is appropriated from the General Revenue
18 Fund to the Historic Preservation Agency for the operational
19 expenses of the Lewis and Clark Historic Site in Madison
20 County.
21 Section 4. The following named amounts, or so much
22 thereof as may be necessary, respectively, are appropriated
23 for the objects and purposes hereinafter named, to meet the

32 Sites Fund to the Historic Preservation Agency for
33 operations, maintenance, repairs, permanent improvements,

1 special events, and all other costs related to the operation
2 of Illinois Historic Sites and only to the extent which
3 donations are received at Illinois State Historic Sites.
4 Section 5b. The sum of $204,500, or so much thereof as
5 may be necessary, is appropriated to the Historic
6 Preservation Agency from the General Revenue Fund for
7 programs and purposes including repairing, maintaining,
8 reconstructing, rehabilitating, replacing, fixed assets,
9 construction and development, studies, all costs for
10 supplies, materials, labor, land acquisition and its related
11 costs, services and other expenses at historic sites.
12 Section 5c. The sum of $1,000,000, or so much thereof as
13 may be necessary, and as remains unexpended at the close of
14 business on June 30, 2003, from appropriations heretofore
15 made in Article 71, Section 5c of Public Act 92-538, as
16 amended, is reappropriated from the Capital Development Fund
17 to the Historic Preservation Agency for a grant to the Lake
18 County Forest Preserve District for planning, construction
19 and renovation of the Adlai Stevenson Home State Historic
20 Site.
21 Section 6. The sum of $5,900, or so much thereof as may
22 be necessary and as remains unexpended at the close of
23 business on June 30, 2003, from appropriations heretofore
24 made in Article 71, Section 6 of Public Act 92-538, as
25 amended, is reappropriated from the General Revenue Fund to
26 the Historic Preservation Agency for the restoration of the
27 Jarrot Mansion.
28 Section 7. The amount of $12,800, or so much thereof as
29 may be necessary and remains unexpended at the close of
30 business on June 30, 2003, from a reappropriation heretofore

1 made for such purpose in Article 71, Section 7 of Public Act
2 92-538, as amended, is reappropriated from the General
3 Revenue Fund to the Historic Preservation Agency for planning
4 a new historical library and Lincoln Center.
5 Section 8. The amounts appropriated for repairs and
6 maintenance and other capital improvements in Section 5b of
7 this Article for repairs and/or replacements, and
8 miscellaneous capital improvements at the agency's various
9 historical sites, and are to include construction,
10 reconstruction, improvements, repairs and installation of
11 capital facilities, costs of planning, supplies, materials,
12 and all other types of repairs and maintenance, and capital
13 improvements.
14 No contract shall be entered into or obligation incurred
15 for repairs and maintenance and other capital improvements
16 from appropriations made in Section 5c of this Article until
17 after the purposes and amounts have been approved in writing
18 by the Governor.
19 Section 9. The sum of $4,400, or so much thereof as may
20 be necessary, and remains unexpended at the close of business
21 on June 30, 2003, from an appropriation heretofore made in
22 Article 71, Section 9 of Public Act 92-538, as amended, is
23 reappropriated from the Capital Development Fund to the
24 Historic Preservation Agency for improvements to the Galena
25 State Historic Sites for the Ulysses S. Grant Visitors
26 Center.
27 Section 10. The sum of $141,900, or so much thereof as
28 may be necessary, and remains unexpended at the close of
29 business on June 30, 2003, from an appropriation heretofore
30 made in Article 71, Section 10 of Public Act 92-538, as
31 amended, is reappropriated from the Fund for Illinois' Future

1 to the Historic Preservation Agency for grants to units of
2 local government, educational facilities, and not-for-profit
3 organizations for infrastructure improvements, including but
4 not limited to planning, construction, reconstruction,
5 renovation, equipment, utilities and vehicles.
6 Section 11. The sum of $15,000, or so much thereof as
7 may be necessary, and remains unexpended at the close of
8 business on June 30, 2003, from an appropriation heretofore
9 made in Article 71, Section 11 of Public Act 92-538, as
10 amended, is reappropriated from the Fund for Illinois' Future
11 to the Historic Preservation Agency for grants to units of
12 local government and not-for-profit organizations for
13 infrastructure improvements, including but not limited to
14 planning, construction, renovation, restoration and
15 equipment.
16 Section 12. The sum of $437,800, or so much thereof as
17 may be necessary and remains unexpended at the close of
18 business on June 30, 2003, from an appropriation heretofore
19 made in Article 71, Section 12 of Public Act 92-538, as
20 amended, is reappropriated from the Capital Development Fund
21 to the Historic Preservation Agency for costs associated with
22 the acquisition of Sugar Loaf and/or Fox Mounds.
23 Section 13. The sum of $460,000, or so much thereof as
24 may be necessary and remains unexpended at the close of
25 business on June 30, 2003, from an appropriation heretofore
26 made in Article 71, Section 13 of Public Act 92-538, as
27 amended, is reappropriated from the Capital Development Fund
28 to the Historic Preservation Agency for support facilities
29 for Sugar Loaf and/or Fox Mounds.
30 Section 14. The sum of $3,000,000, or so much thereof as

1 may be necessary, is appropriated from the Presidential
2 Library and Museum Operating Fund to the Historic
3 Preservation Agency to meet the ordinary and contingent
4 expenses of the Abraham Lincoln Presidential Library and
5 Museum in Springfield.
6 Section 99. Effective date. This Act takes effect on
7 July 1, 2003.
