26 Section 120. The sum of $7,416,200, or so much thereof
27 as may be necessary, is appropriated from the General Revenue
28 Fund to the Illinois Community College Board for grants to
29 community college districts that are negatively impacted by
30 the changes in the Base Operating formula in Section 2-16.02

2 ARTICLE 4
3 Section 5. The sum of $696,901,100, or so much thereof
4 as may be necessary, is appropriated from the General Revenue
5 Fund to the Board of Trustees of the University of Illinois
6 for any expenditures or purposes authorized by law, including
7 payment to the University for personal services and related
8 costs incurred.
9 Section 10. The sum of $1,000,000, or so much thereof as
10 may be necessary, is appropriated from the Tobacco Settlement
11 Recovery Fund to the Board of Trustees of the University of
12 Illinois for the ordinary and contingent expenses of the
13 Office of Technology Transfer.
14 Section 15. The sum of $1,408,000, or so much thereof as
15 may be necessary, is appropriated from the Fire Prevention
16 Fund to the Board of Trustees of the University of Illinois
17 for the purpose of maintaining the Illinois Fire Service
18 Institute, paying the Institute's expenses, and providing the
19 facilities and structures incident thereto, including payment
20 to the University for personal services and related costs
21 incurred.
22 Section 20. The sum of $150,000, or so much thereof as
23 may be necessary, is appropriated from the State College and
24 University Trust Fund to the Board of Trustees of the
25 University of Illinois for scholarship grant awards, in
26 accordance with Public Act 91-0083.
27 Section 25. The sum of $184,298, or so much thereof as
28 may be necessary and remains unexpended on June 30, 2003,

1 from a reappropriation heretofore made for such purpose in
2 Article 13, Section 30 of Public Act 92-538, is
3 reappropriated from the Capital Development Fund to the Board
4 of Trustees of the University of Illinois to acquire and
5 develop land for expansion of the Chicago campus, including
6 demolition, landscaping and site improvements, planning,
7 construction, remodeling, extension and modification of
8 campus utility systems, and such other expenses as may be
9 necessary to construct a public safety and transportation
10 facility and to develop student recreational areas.
11 Section 30. The sum of $52,953, or so much thereof as
12 may be necessary and remains unexpended on June 30, 2003,
13 from a reappropriation heretofore made for such purpose in
14 Article 13, Section 35 of Public Act 92-538, is
15 reappropriated from the Capital Development Fund to the Board
16 of Trustees of the University of Illinois to plan for all
17 aspects of construction and to acquire and develop land,
18 including demolition, landscaping, site improvements,
19 extension and modification of campus utility systems,
20 relocation of programs, and such other expenses as may be
21 necessary to construct a College of Medicine building in
22 Chicago.
23 Section 35. The sum of $40,698,713, or so much thereof
24 as may be necessary and remains unexpended on June 30, 2003,
25 from a reappropriation heretofore made for such purpose in
26 Article 13, Section 45 of Public Act 92-538, is
27 reappropriated from the Capital Development Fund to the Board
28 of Trustees of the University of Illinois to construct an
29 education and research facility for the College of Medicine
30 in Chicago, including planning, land acquisition, demolition,
31 construction, remodeling, landscaping, site improvements,
32 equipment, extension or modification of campus utility

1 systems, relocation of programs, and such expenses as may be
2 necessary to complete the facility.
3 Section 40. The following named amounts, or so much
4 thereof as may be necessary and remain unexpended on June 30,
5 2003, respectively, from a reappropriation heretofore made
6 for such purpose in Article 13, Section 50 of Public Act
7 92-538, are reappropriated from the Capital Development Fund
8 to the Board of Trustees of the University of Illinois for
9 the following projects:
10 For land acquisition to expand the College of
11 Agricultural, Consumer and Environmental Science......$78,129
12 Section 45. The sum of $12,715,704, or so much thereof
13 as may be necessary and remains unexpended on June 30, 2003,
14 from an appropriation heretofore made for such purpose in
15 Article 2, Section 104 of Public Act 92-717, is
16 reappropriated from the Capital Development Fund to the
17 University of Illinois for planning, construction, and
18 equipment for a computer science in engineering facility.
19 Section 50. The sum of $14,873,040, or so much thereof
20 as may be necessary and remains unexpended on June 30, 2003,
21 from an appropriation heretofore made for such purpose in
22 Article 2, Section 106 of Public Act 92-717, is
23 reappropriated from the Capital Development Fund to the
24 University of Illinois at Springfield for constructing a
25 classroom and office building, in addition to funds
26 previously appropriated.
27 Section 55. The sum of $814,444, or so much thereof as
28 may be necessary and remains unexpended on June 30, 2003,
29 from a reappropriation heretofore made for such purpose in
30 Article 13, Section 65 of Public Act 92-538, is

1 reappropriated from the Capital Development Fund to the
2 University of Illinois for digitalization infrastructure for
3 WILL-TV (Urbana-Champaign).
4 Section 60. The sum of $477,225, or so much thereof as
5 may be necessary and remains unexpended on June 30, 2003,
6 from a reappropriation heretofore made for such purpose in
7 Article 13, Section 70 of Public Act 92-538, is
8 reappropriated from the Capital Development Fund to the
9 University of Illinois for digitalization infrastructure for
10 WILL-TV (Urbana-Champaign).
11 Section 65. The sum of $814,444, or so much thereof as
12 may be necessary and remains unexpended on June 30, 2003,
13 from an appropriation heretofore made for such purpose in
14 Article 13, Section 75 of Public Act 92-538, is
15 reappropriated from the Capital Development Fund to the
16 University of Illinois for digitalization infrastructure for
17 WILL-TV (Urbana-Champaign).
18 Section 70. The sum of $25,000,000, or so much thereof
19 as may be necessary and remains unexpended at the close of
20 business on June 30, 2003, from an appropriation heretofore
21 made in Article 1, Section 16 of Public Act 92-717, is
22 reappropriated from the Capital Development Fund to the Board
23 of Trustees of the University of Illinois to plan and
24 construct an Education and Research facility for the College
25 of Medicine in Chicago, including planning, land acquisition,
26 demolition, construction, remodeling, landscaping, site
27 improvements, equipment, extension or modification of campus
28 utility systems, relocation of programs, and such expenses as
29 may be necessary to complete the facility. This
30 appropriation is in addition to any other funds appropriated
31 for this purpose for this fiscal year.

1 Section 75. The sum of $15,000,000, or so much thereof
2 as may be necessary and remains unexpended at the close of
3 business on June 30, 2003, from an appropriation heretofore
4 made in Article 1, Section 23 of Public Act 92-717, is
5 reappropriated from the Capital Development Fund to the Board
6 of Trustees of the University of Illinois to plan and
7 construct a Classroom and Office Building at the Springfield
8 Campus and related utility systems, including planning, land
9 acquisition, demolition, construction, remodeling,
10 landscaping, site improvements, equipment, extension or
11 modification of campus utility systems, and such expenses as
12 may be necessary to complete the facility. This
13 appropriation is in addition to any other funds appropriated
14 for this purpose for this fiscal year.
15 Section 80. The sum of $13,761,948, or so much thereof
16 as may be necessary and remains unexpended at the close of
17 business on June 30, 2003, from an appropriation heretofore
18 made in Article 2, Section 48 of Public Act 92-717, as
19 amended, is reappropriated from the Capital Development Fund
20 to the Board of Trustees of the University of Illinois for
21 all costs associated with the space needs of the Department
22 of Natural Resources, Illinois Natural History Survey
23 Division and State Water Survey Division on the campus of the
24 University of Illinois in Champaign, including construction,
25 capital facilities, planning, relocation, renovation and
26 rehabilitation, mechanical systems, materials, services and
27 all other costs required to complete the work.
28 ARTICLE 5
29 Section 5. The sum of $216,703,699, or so much thereof
30 as may be necessary, is appropriated from the General Revenue
31 Fund to the Board of Trustees of Southern Illinois University

1 for any expenditures or purposes authorized by law, including
2 payment to the University for personal services and related
3 costs incurred.
4 Section 10. The sum of $250,000, or so much thereof as
5 may be necessary, is appropriated from the General Revenue
6 Fund to the Board of Trustees of Southern Illinois University
7 for all costs required to match the Federal Title II Teacher
8 Quality Enhancement State Grant for Southern Illinois
9 University at Carbondale, including payment to the University
10 for personal services and related costs incurred.
11 Section 15. The sum of $250,000, or so much thereof as
12 may be necessary, is appropriated from the General Revenue
13 Fund to the Board of Trustees of Southern Illinois University
14 for all costs required to match the Federal Title II Teacher
15 Quality Enhancement State Grant for Southern Illinois
16 University at Edwardsville, including payment to the
17 University for personal services and related costs incurred.
18 ARTICLE 6
19 Section 5. The sum of $101,798,900, or so much thereof
20 as may be necessary, is appropriated from the General Revenue
21 Fund to the Board of Trustees of Northern Illinois University
22 to meet the ordinary and contingent expenses of the
23 University, including payment or reimbursement to the
24 University for personal services and related costs, incurred
25 during the fiscal year ending June 30, 2004.
26 Section 10. The sum of $10,075, or so much thereof as
27 may be necessary, is appropriated from the State College and
28 University Trust Fund to the Board of Trustees of Northern
29 Illinois University for scholarship grant awards, in

1 accordance with Public Act 91-0083.
2 ARTICLE 7
3 Section 5. The sum of $80,451,950, or so much thereof as
4 may be necessary, is appropriated from the General Revenue
5 Fund to the Board of Trustees of Illinois State University
6 for any expenditures or purposes authorized by law, including
7 payment to the University for personal services and related
8 costs incurred during the fiscal year ending June 30, 2004
9 and for salaries accrued but unpaid to academic personnel for
10 personal services rendered during the academic year
11 2001-2002.
12 Section 10. The sum of $30,000, or so much thereof as
13 may be necessary, is appropriated from the State College and
14 University Trust Fund to Illinois State University for
15 student financial assistance.

17 Section 5. The sum of $56,091,100, or so much thereof as
18 may be necessary, is appropriated from the General Revenue
19 Fund to the Board of Trustees of Western Illinois University
20 for any expenditures or purposes authorized by law, including
21 payment to the University for personal services and related
22 costs incurred.
23 Section 10. The amount of $10,000, or so much thereof as
24 may be necessary, is appropriated from the State College and
25 University Trust Fund to the Board of Trustees of Western
26 Illinois University for scholarship grant awards from the
27 sale of collegiate license plates.

18 to Eastern Illinois University for digitalization
19 infrastructure for WEIU-TV.
20 Section 15. The sum of $175,250, or so much thereof as
21 may be necessary and remains unexpended at the close of
22 business on June 30, 2003, from a reappropriation heretofore
23 made for such purpose in Article 6, Section 20 of Public Act
24 92-538, is reappropriated from the Capital Development Fund
25 to the Board of Trustees of Eastern Illinois University for
26 digitalization infrastructure for WEIU-TV, in addition to
27 amounts previously appropriated for such purpose for this
28 fiscal year. No contract shall be entered into or obligation
29 incurred for any expenditure from the appropriation made in
30 this Section until after the purposes and amounts have been
31 approved in writing by the Governor.

2 may be necessary and remains unexpended at the close of
3 business on June 30, 2003, from a reappropriation heretofore
4 made for such purpose in Article 6, Section 30 of Public Act

6 to the Board of Trustees of Eastern Illinois University to
7 purchase equipment for the renovation and expansion of Booth
8 Library. No contract shall be entered into or obligation
9 incurred for any expenditure from the appropriation made in
10 this Section until after the purposes and amounts have been
11 approved in writing by the Governor.
12 Section 25. The sum of $5,430,400, or so much thereof as
13 may be necessary and remains unexpended at the close of
14 business on June 30, 2003, from an appropriation heretofore
15 made for such purpose in Article 1, Section 19 of Public Act
16 92-717, is reappropriated from the Capital Development Fund
17 to the Board of Trustees of Eastern Illinois University to
18 purchase equipment for the renovation and expansion of the
19 Fine Arts Center. No contract shall be entered into or
20 obligation incurred for any expenditure from the
21 appropriation made in this Section until after the purpose
22 and amounts have been approved in writing by the Governor.
23 Section 30. The sum of $2,000, or so much thereof as may
24 be necessary, is appropriated from the State College and
25 University Trust Fund to the Board of Trustees of Eastern
26 Illinois University for scholarship grant awards, in
27 accordance with Public Act 91-0083.

12 Section 15. The sum of $2,900,000, or so much thereof as
13 may be necessary and remains unexpended at the close of
14 business on June 30, 2003, from an appropriation heretofore
15 made in Article 1, Section 18 of Public Act 92-717, is
16 reappropriated from the Capital Development Fund to the Board
17 of Trustees of Northeastern Illinois University to purchase
18 equipment and remodel buildings A, B and E. This
19 appropriation is in addition to any funds previously
20 appropriated.

22 Section 5. The sum of $24,180,100, or so much thereof as
23 may be necessary, is appropriated from the General Revenue
24 Fund to the Board of Trustees of Governors State University
25 to meet the ordinary and contingent expenses of the
26 University, including payment or reimbursement to the
27 University for personal services and related costs, incurred
28 during the fiscal year ending June 30, 2004.

12 Section 15. The sum of $2,400,000, or so much thereof as
13 may be necessary and remains unexpended at the close of
14 business on June 30, 2003, from an appropriation heretofore
15 made in Article 1, Section 20 of Public Act 92-717, is
16 reappropriated from the Capital Development Fund to the Board
17 of Trustees of Chicago State University to purchase equipment
18 to complete the construction of the Convocation Center. This
19 appropriation is in addition to any funds previously
20 appropriated.
21 Section 20. The sum of $1,136,100, or so much thereof as
22 may be necessary, is appropriated from the General Revenue
23 Fund to the Board of Trustees of Chicago State University for
24 additional operation expenses and restructuring of collegiate
25 programs.
26 Section 25. The sum of $754,300, or so much thereof as
27 may be necessary, is appropriated from the General Revenue
28 Fund to the Board of Trustees of Chicago State University for
29 costs associated with the moving of the library.
