SYNOPSIS AS INTRODUCED:
 
5 ILCS 230/5

    Amends the Consular Identification Document Act. Deletes the provision that the consular identification document must include an English translation of the data fields.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Consular Identification Document Act is
5amended by changing Section 5 as follows:
 
6    (5 ILCS 230/5)
7    Sec. 5. Definition. As used in this Act, "consular
8identification document" means an official identification card
9issued by a foreign government that meets all of the following
10requirements:
11        (1) The consular identification document is issued
12    through the foreign government's consular offices for the
13    purpose of identifying a foreign national who is living
14    outside of that nation.
15        (2) The foreign government requires an individual to
16    provide the following to obtain the consular
17    identification document: (A) proof of nationality; (B)
18    proof of identity; and (C) proof of residence in the
19    consular district.
20        (3) The foreign government includes the following
21    security features in the consular identification document:
22    (A) a unique identification number; (B) an optically
23    variable feature such as a hologram or color-shifting

1    inks; (C) an ultraviolet image; (D) encoded information;
2    (E) machine readable technology; (F) micro printing; (G)
3    secure laminate; and (H) integrated photograph and
4    signature.
5        (4) The consular identification document includes the
6    following data: (A) the name and address of the individual
7    to whom it is issued; (B) the date of issuance; (C) the
8    date of expiration; (D) the name of the issuing consulate;
9    and (E) an identification number. The consular
10    identification document must include an English
11    translation of the data fields.
12        (5) The issuing consulate has filed with the Illinois
13    State Police a copy of the issuing consulate's consular
14    identification document and a certification of the
15    procedures that are used to satisfy the requirements of
16    paragraphs (2) and (3).
