SENATE RESOLUTION

 
2    WHEREAS, The Department of Human Services (DHS) contracts
3with dedicated community providers to deliver direct care and
4services to individuals with intellectual or developmental
5disabilities across the State; and
 
6    WHEREAS, DHS and its providers strive to provide for the
7health, safety, and happiness of each individual while
8promoting integrated living in their community; and
 
9    WHEREAS, In an effort to streamline DHS oversight, it is
10important to periodically review the regulatory systems of
11State government to identify potential duplications of
12responsibilities; and
 
13    WHEREAS, Community providers for individuals with
14intellectual or developmental disabilities are licensed by the
15Bureau of Accreditation, Licensure and Certification housed
16within DHS; and
 
17    WHEREAS, The care and services administered by community
18providers for individuals with intellectual or developmental
19disabilities are audited and monitored for quality by the
20Bureau of Quality Management located in the Division of
21Developmental Disabilities within DHS; and

1    WHEREAS, Identifying and eliminating any redundant efforts
2or duties between these two bureaus may potentially serve to
3improve service delivery and relieve duplicative
4administrative obligations; therefore, be it
 
5    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, that within one year of the
7adoption of this resolution the Department of Human Services
8shall prepare a report that identifies any duplicative
9activities or inefficiencies in licensing and oversight of
10community agencies that serve individuals with intellectual or
11developmental disabilities; and be it further
 
12    RESOLVED, That the report shall include a quality
13assessment of the feasibility of combining the functions of the
14Division of Developmental Disabilities' Bureau of Quality
15Management and the Department of Human Services' Bureau of
16Accreditation, Licensure and Certification; and be it further
 
17    RESOLVED, That upon the report's completion, the
18Department of Human Services shall post the report on its
19website and submit the report to the General Assembly and the
20Governor.
