SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Charlotte W. Baxter of Woodstock, who
4passed away on September 8, 2018; and
 
5    WHEREAS, Charlotte Baxter was born to Walter and Nelle
6(Madigan) Wilson on May 22, 1933 and grew up on a farm in
7Champaign; she attended a one-room schoolhouse in Dunham and
8Champaign Central High School; she graduated from the Burnham
9School of Nursing in Champaign in 1954 and married Darrell
10Baxter in Champaign on May 15, 1954; she and Darrell had four
11children, and after living in Washington D.C., Urbana, and
12Beloit, Wisconsin, the family finally settled in Woodstock,
13their home for 49 years; and
 
14    WHEREAS, Charlotte Baxter worked for Woodstock Memorial
15Hospital and the Woodstock Medical Center; she also worked part
16time during her retirement years at the Craig Woods Golf
17Course; and
 
18    WHEREAS, Charlotte Baxter spent many Friday nights during
19the fall in the stands cheering on her husband's high school
20football teams; she was an avid fan of the Chicago Cubs; she
21was proud of her Irish heritage and enjoyed visiting Ireland
22with her husband; she also enjoyed playing bridge, golf, taking

1long walks, writing, and family vacations to Door County,
2Wisconsin; she was a member of the First United Methodist
3Church in Woodstock; and
 
4    WHEREAS, Charlotte Baxter was preceded in death by her
5parents; her husband of 52 years, Darrell; her siblings,
6Josephine, James, Paul, Walter, Max, and Thomas; her in-laws,
7Kenneth "KD" and Zelda Baxter; her sister-in-law, MaryAnn
8Baxter; and her brother-in-law, Eddie Fair; and
 
9    WHEREAS, Charlotte Baxter is survived by her sons, Kirk
10(David), Kip (Kathy), and Ken (Jodi); her daughter, Kelly (Tom)
11Mitchell; her grandchildren, Chelsea (Brett) Oates, Keil
12Mitchell, Kelsey (Ben) Caldwell, Kylie (JayJay) Ruiz, Andrew
13Baxter, and Sarah Baxter; her great-grandchildren, Mia and
14Braxton Ruiz, Charlotte "Charlee" Oates, and soon-to-be, Baby
15Caldwell and Baby Oates; her sister and brother-in-law, Bette
16and Johnny Murray; her sisters-in-law, Diane Baxter and Janice
17Fair; her brother-in-law, Frank "Sank" Baxter; and numerous
18nieces and nephews; therefore, be it
 
19    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
20ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
21Charlotte W. Baxter, and extend our sincere condolences to her
22family, friends, and all who knew and loved her; and be it
23further

1    RESOLVED, That a suitable copy of this resolution be
2presented to the family of Charlotte Baxter as an expression of
3our deepest sympathy.
