SENATE RESOLUTION

 
2    WHEREAS, In 2018, the American Cancer Society estimates
3more than 600,000 people will lose their lives to cancer in the
4United States; and
 
5    WHEREAS, The American Cancer Society estimates that 24,670
6people in Illinois will die from cancer in 2018; and
 
7    WHEREAS, The National Cancer Institute estimates up to
8210,000 deaths in the United States could be avoided with early
9and appropriate cancer screening; and
 
10    WHEREAS, The cancer death rate dropped 26% between 1991 and
112014 due to reductions in smoking and advances in early
12detection and treatment; and
 
13    WHEREAS, Specifically, according to the American Cancer
14Society, the five-year relative survival rate for cancers found
15at the local stage are approximately 56% for lung cancers, 90%
16for colon and rectum cancers, 92% for cervical cancers, 99% for
17breast cancers, and 99% for melanoma skin cancers; and
 
18    WHEREAS, Many of these cancers are often preventable; early
19detection and treatment are critical as cancer does not always
20cause symptoms and many occur in people with no family history;

2    WHEREAS, Specific cancer types disproportionately affect
3different populations; for example, breast cancer is the most
4common form of cancer among black women, prostate cancer rates
5in black men are double those of other men, and the likelihood
6of developing colorectal cancer for Alaska natives is about
7double that of other Americans; cervical cancer is more
8prevalent among Hispanic and African American women; two out of
9three people diagnosed with lung cancer are 65 or older;
10melanoma, the deadliest form of skin cancer, is among the most
11common cancers in young adults; and
 
12    WHEREAS, According to the U.S. Centers for Disease Control
13and Prevention, rates of screening for many cancer types in
14recommended populations remain substantially below Healthy
15People 2020 targets; and
 
16    WHEREAS, It is critical to reinforce the need for people to
17discuss their individual risk factors for cancer with their
18healthcare providers and understand the recommendations for,
19and benefits of, cancer screening; therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
21ASSEMBLY OF THE STATE OF ILLINOIS, that all citizens are
22encouraged to visit cancerscreenweek.org for cancer screening

1resources and talk to their healthcare providers about their
2risk factors for all cancer types including, but not limited
3to, breast, cervical, colon, lung, prostate, and skin cancers
4and recommended screening options; and be it further
 
5    RESOLVED, That we declare the first week of December of
62018 as "Cancer Screen Week".
