Amends the Board of Higher Education Act. Provides that the Board of Higher Education may not limit the amount of tuition revenue that a public university may waive. Repeals provisions regarding tuition waiver limitations in various Acts relating to the governance of public universities in Illinois.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Board of Higher Education Act is amended by | 5 | | adding Section 9.37 as follows: | 6 | | (110 ILCS 205/9.37 new) | 7 | | Sec. 9.37. Tuition waiver. The Board may not limit the | 8 | | amount of tuition revenue that a public university may waive. | 9 | | Section 10. The University of Illinois Act is amended by | 10 | | changing Section 7f as follows:

| 12 | | Sec. 7f. Partial tuition waivers.
| 13 | | (a) As used in this Section, "Illinois college or | 14 | | university" means any
of the following: the University of | 15 | | Illinois, Southern Illinois University,
Chicago State | 16 | | University, Eastern Illinois University, Governors State
| 17 | | University, Illinois State University, Northeastern Illinois | 18 | | University,
Northern Illinois University, and Western Illinois | 19 | | University.
| 20 | | (b) Each year the Board of Trustees of the University of
| 21 | | Illinois shall offer 50% tuition waivers for undergraduate |

campus under its governance or supervision to | 2 | | the children of employees of
an Illinois college or university | 3 | | who have been employed

employee of an Illinois college or university (i) | 7 | | must
be under the age of 25 at the
commencement of the academic | 8 | | year during which the partial tuition waiver
is to be | 9 | | effective, and (ii) must qualify for admission to the | 10 | | University of
Illinois
under the same admissions requirements, | 11 | | standards and policies which the
University of Illinois applies | 12 | | to applicants for admission generally to its
respective
| 13 | | undergraduate colleges and programs.
| 14 | | (c) Subject to the provisions and limitations of subsection
| 15 | | (b), an
eligible applicant who has continued to maintain | 16 | | satisfactory academic
progress toward graduation may have his | 17 | | or her partial tuition waiver
renewed until the time as he or | 18 | | she has expended 4 years of undergraduate
partial tuition | 19 | | waiver benefits under this Section.

eligible
applicant in accordance with the provisions of | 22 | | this Section shall be

| 7 | | (d) (Blank). No partial tuition waiver offered or allocated | 8 | | to any
eligible
applicant in accordance with the provisions of | 9 | | this Section shall be
charged against any tuition waiver | 10 | | limitation established by the Illinois
Board of Higher | 11 | | Education.
| 12 | | (e) The Board shall prescribe rules and regulations as
are | 13 | | necessary to implement and administer the provisions of this | 14 | | Section.
