SYNOPSIS AS INTRODUCED:
 
20 ILCS 805/805-232 new

    Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois. Provides that the Department of Natural Resources shall develop 10-year strategic plans to evaluate both the World Shooting and Recreational Complex and Pyramid State Park. Provides that the strategic plans shall outline the proposed mission of each facility and how it can maximize its potential as an economic engine for the region. Provides that each strategic plan shall include, but not be limited to, recommendations to improve the functions of the World Shooting and Recreational Complex and Pyramid State Park going forward, including fiscal recommendations and an evaluation of the intergovernmental and private agreements in place. Provides that the first strategic plan required for each location shall be completed on or before December 31, 2020. Provides that every 10 years thereafter, the Department shall complete strategic plans for both the World Shooting and Recreational Complex and Pyramid State Park.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Natural Resources
5(Conservation) Law of the Civil Administrative Code of Illinois
6is amended by adding Section 805-232 as follows:
 
7    (20 ILCS 805/805-232 new)
8    Sec. 805-232. World Shooting and Recreational Complex and
9Pyramid State Park strategic plans. The Department shall
10develop 10-year strategic plans to evaluate both the World
11Shooting and Recreational Complex and Pyramid State Park. The
12strategic plans shall outline the proposed mission of each
13facility and how it can maximize its potential as an economic
14engine for the region. Each strategic plan shall include, but
15not be limited to, recommendations to improve the functions of
16the World Shooting and Recreational Complex and Pyramid State
17Park going forward, including fiscal recommendations and an
18evaluation of the intergovernmental and private agreements in
19place. The first strategic plan required for each location
20shall be completed on or before December 31, 2020. Every 10
21years thereafter, the Department shall complete separate
22strategic plans for both the World Shooting and Recreational
23Complex and Pyramid State Park which includes the requirements

1provided in this Section. Copies of these strategic plans shall
2be distributed to the Governor, the Speaker of the House of
3Representatives, the Minority Leader of the House of
4Representatives, the President of the Senate, and the Minority
5Leader of the Senate.
