1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Fair Act is amended by changing
5Section 8 as follows:
 
6    (20 ILCS 210/8)  (from Ch. 127, par. 1708)
7    Sec. 8. There is created a Board of State Fair Advisors
8consisting of the Director, 4 ex-officio members as hereafter
9named, and up to 15 20 persons appointed by the Governor. The
10Chairman and minority spokesman of the House Agriculture and
11Conservation Committee and the Chairman and minority spokesman
12of the Senate Agriculture, Conservation and Energy Committee of
13the Illinois General Assembly shall serve as ex-officio
14members. No more than 3 of the Board members shall be appointed
15from any one county. The terms of members of the State Fair
16Advisory Board appointed before the effective date of this
17amendatory Act of the 100th General Assembly shall expire on
18January 21, 2019. Initial appointments made on and after the
19effective date of this amendatory Act of the 100th General
20Assembly shall be for terms of one, 2, and 3 years staggered to
21provide for the selection of 5 members each year. All
22subsequent appointments shall be for terms of 3 years. All
23terms shall commence on the 3rd Monday in January. Members of

1the State Fair Advisory Board shall serve for 2 year terms
2commencing on the third Monday of January of each odd-numbered
3year. The Governor shall in making appointments to the Board
4provide for a representation of the operational interests of
5the State Fair and this State the State of Illinois. Members of
6the Board shall receive no compensation, but shall be
7reimbursed for necessary expenses incurred in the performance
8of their duties. An appointed member's office becomes vacant
9upon his or her absence from 2 consecutive regularly scheduled
10meetings. The Director or his or her authorized representative
11from the Department shall act as chairman of the Board. The
12duties of the Board are to advise the Director and the
13Department on matters concerning the operation of each State
14Fair and State Fairgrounds as they pertain to varied interests
15in the State Fairs and the people of this State the State of
16Illinois.

18    Section 99. Effective date. This Act takes effect January
191, 2019.
