1    AN ACT concerning wildlife.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 12.10 as follows:
 
6    (110 ILCS 305/12.10 new)
7    Sec. 12.10. Supplemental deer food; study. The University
8of Illinois Prairie Research Institute shall, subject to
9appropriation and in consultation with the Department of
10Natural Resources and the University of Illinois College of
11Veterinary Medicine, conduct a study for a period of at least 5
12years on the health and social effects of supplemental deer
13feeding on the wild deer population outside of any Illinois
14deer hunting season and whether supplemental deer feeding
15affects the risk of disease transmission in the deer
16population. Supplemental deer feeding may not occur during the
17initial year of the study. For each subsequent year of the
18study, supplemental deer feeding may occur from February 1 to
19August 15 of that year. For the purpose of this study,
20supplemental deer feeding shall include any supplemental food
21source. The study must be conducted statewide. During the
22study, supplemental deer feeding is permitted on private lands
23through voluntary participation by landowners. Public lands of

1this State may not be utilized as supplemental deer feeding
2areas and must be utilized to obtain non-supplemental feeding
3specimens throughout the study. The University of Illinois
4Prairie Research Institute and the University of Illinois
5College of Veterinary Medicine shall submit the study's
6findings and any recommendations to the Department of Natural
7Resources, to be posted on its Internet website, and the
8General Assembly in a report no more than 180 days after the
9completion of the study. The report to the General Assembly
10shall be filed with the Clerk of the House of Representatives
11and the Secretary of the Senate in electronic form only, in the
12manner that the Clerk and Secretary shall direct.
