HOUSE RESOLUTION

 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
4Rules of the House of Representatives of the 100th General
5Assembly are amended by changing Rule 1 as follows:
 
 
6    (House Rule 1)
7    1. Election of the Speaker.
8    (a) At the first meeting of the House of each General
9Assembly, the Secretary of State shall convene the House at
1012:00 noon, designate a Temporary Clerk of the House, and
11preside during the nomination and election of the Speaker. As
12the first item of business each day before the election of the
13Speaker, the Secretary of State shall order the Temporary Clerk
14to call roll members to establish the presence of a quorum as
15required by the Constitution. If a majority of those elected
16are not present, the House shall stand adjourned until the next
17calendar day, excepting weekends, at the hour prescribed in
18Rule 29. If a quorum of members elected is present, the
19Secretary of State shall then call for nominations of members
20for the Office of Speaker. All nominations require a second.
21When the nominations are completed, the Secretary of State
22shall direct the Temporary Clerk to distribute a single ballot
23to each member call the roll of the members to elect the

1Speaker. The Temporary Clerk shall then (i) collect a single
2completed ballot from each member casting a vote in a manner
3that maintains the secrecy of the ballot, and (ii) deliver each
4ballot to a Tellers' Committee of 6 members appointed by the
5Secretary of State. The Tellers' Committee membership shall not
6include (i) any member nominated for Speaker, or (ii) more than
73 members who are affiliated with the same political party. The
8Tellers' Committee, while remaining in the House chamber, shall
9count the votes and provide a written report to the Secretary
10of State who shall immediately announce the total votes cast
11for each candidate.
12    (b) The election of the Speaker shall be conducted by
13secret ballot and requires the affirmative vote of a majority
14of those elected. Debate is not in order following nominations
15and preceding or during the vote. No motion to reconsider the
16vote for Speaker shall be in order.
17    Upon the completion of the election of a Clerk, the
18Temporary Clerk shall immediately transfer to the Clerk the
19ballots, tally sheets, and report of the Tellers' Committee for
20the election of the Speaker, and the report of the Tellers'
21Committee shall be entered in full in the Journal.
22    This subsection may not be suspended.
23    (c) No legislative measure may be considered and no
24committees may be appointed or meet before the election of the
25Speaker.
26    (d) When a vacancy in the Office of Speaker occurs, the

1foregoing procedure shall be employed to elect a new Speaker;
2when the Secretary of State is of a political party other than
3that of the majority caucus, however, the Majority Leader shall
4preside during the nomination and election of the successor
5Speaker. No legislative measures, other than for the nomination
6and election of a successor Speaker, may be considered by the
7House during a vacancy in the Office of Speaker.
