| 2 | | WHEREAS, The Department of Homeland Security considers the | 3 | | following sectors to be critical infrastructure: (1) Chemical; | 4 | | (2) Commercial Facilities; (3) Communications; (4) Critical | 5 | | Manufacturing; (5) Dams; (6) Defense Industrial Base; (7) | 6 | | Emergency Services; (8) Energy; (9) Financial Services; (10) | 7 | | Food and Agriculture; (11) Government Facilities; (12) | 8 | | Healthcare and Public Health; (13) Information Technology; | 9 | | (14) Nuclear Reactors, Materials, and Waste; (15) | 10 | | Sector-Specific Agencies; (16) Transportation Systems; and | 11 | | (17) Water and Wastewater Systems; and
| 12 | | WHEREAS, The Presidential Policy Directive-21 (PPD-21), | 13 | | "Critical Infrastructure Security and Resilience" provides the | 14 | | policy for how the federal government builds trusted | 15 | | partnerships and "advances a national unity of effort to | 16 | | strengthen and maintain secure, functioning, and resilient | 17 | | critical infrastructure"; and
| 18 | | WHEREAS, The State of Illinois has a strategic and vital | 19 | | role in every one of the above listed critical infrastructure | 20 | | sectors, along with being the fifth largest state per | 21 | | population and home to the third largest city in the country; | 22 | | Illinois has a global impact and is one of the economic engines | 23 | | of the Midwest; and

| 1 | | WHEREAS, The Government Facilities Sector includes a wide | 2 | | variety of buildings, located in the United States and | 3 | | overseas, that are owned or leased by federal, State, local, | 4 | | and tribal governments; many government facilities are open to | 5 | | the public for business activities, commercial transactions, | 6 | | and recreational activities while others that are not open to | 7 | | the public contain highly sensitive information, materials, | 8 | | processes, and equipment; these facilities include general-use | 9 | | office buildings and special-use military installations, | 10 | | embassies, courthouses, national laboratories, and structures | 11 | | that may house critical equipment, systems, networks, and | 12 | | functions; in addition to physical structures, the sector | 13 | | includes cyber elements that contribute to the protection of | 14 | | sector assets as well as individuals who perform essential | 15 | | functions or possess tactical, operational, or strategic | 16 | | knowledge; and
| 17 | | WHEREAS, The Old State Capitol located in downtown | 18 | | Springfield is considered to be critical infrastructure; | 19 | | therefore, be it
| 20 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 21 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 22 | | urge the United States government, specifically the Department | 23 | | of Homeland Security, to consider the Capitol Complex and its |

| 1 | | crown jewel, the State Capitol Building, as critical | 2 | | infrastructure based upon the guidelines of the Government | 3 | | Facilities Sector; and be it further
| 4 | | RESOLVED, That suitable copies of this resolution be | 5 | | delivered to United States Senators Richard Durbin and Tammy | 6 | | Duckworth, and the entire Illinois Congressional Delegation.
