HOUSE RESOLUTION

WHEREAS, The Department of Homeland Security considers the following sectors to be critical infrastructure: (1) Chemical; (2) Commercial Facilities; (3) Communications; (4) Critical Manufacturing; (5) Dams; (6) Defense Industrial Base; (7) Emergency Services; (8) Energy; (9) Financial Services; (10) Food and Agriculture; (11) Government Facilities; (12) Healthcare and Public Health; (13) Information Technology; (14) Nuclear Reactors, Materials, and Waste; (15) Sector-Specific Agencies; (16) Transportation Systems; and (17) Water and Wastewater Systems; and

WHEREAS, The Presidential Policy Directive-21 (PPD-21), "Critical Infrastructure Security and Resilience" provides the policy for how the federal government builds trusted partnerships and "advances a national unity of effort to strengthen and maintain secure, functioning, and resilient critical infrastructure"; and

WHEREAS, The State of Illinois has a strategic and vital role in every one of the above listed critical infrastructure sectors, along with being the fifth largest state per population and home to the third largest city in the country; Illinois has a global impact and is one of the economic engines of the Midwest; and

WHEREAS, The Government Facilities Sector includes a wide variety of buildings, located in the United States and overseas, that are owned or leased by federal, State, local, and tribal governments; many government facilities are open to the public for business activities, commercial transactions, and recreational activities while others that are not open to the public contain highly sensitive information, materials, processes, and equipment; these facilities include general-use office buildings and special-use military installations, embassies, courthouses, national laboratories, and structures that may house critical equipment, systems, networks, and functions; in addition to physical structures, the sector includes cyber elements that contribute to the protection of sector assets as well as individuals who perform essential functions or possess tactical, operational, or strategic knowledge; and

WHEREAS, The Old State Capitol located in downtown Springfield is considered to be critical infrastructure; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the United States government, specifically the Department of Homeland Security, to consider the Capitol Complex and its crown jewel, the State Capitol Building, as critical infrastructure based upon the guidelines of the Government Facilities Sector; and be it further

RESOLVED, That suitable copies of this resolution be delivered to United States Senators Richard Durbin and Tammy Duckworth, and the entire Illinois Congressional Delegation.
