HOUSE RESOLUTION

WHEREAS, Making the world a better place begins with young children; children are citizens of the world who need emotional and physical stability and should not, ordinarily be separated from their parents and family; and

WHEREAS, Children have a right to education, to receive guidance and instruction, to enjoy a social life, and to build their own futures; and

WHEREAS, Children have the right to food so that they will not suffer from malnutrition or die of hunger; and

WHEREAS, Children have the right to health, to be protected against illness, and to grow and become healthy adults; and

WHEREAS, Children have the right to safe drinking water and proper sanitary conditions; and

WHEREAS, Children have the right to identity by having a surname, a first name, and a nationality; and

WHEREAS, Children have the right to freedom by being able to express themselves, to have opinions, to have access to information, and to participate in decisions that affect their lives; this includes the right to religious freedom; and

WHEREAS, Children have the right to protection and to live in a secure and caring environment which preserves the child's well-being; and

WHEREAS, All of the above rights are also rights given to children who have obtained Deferred Action for Childhood Arrivals (DACA) status; and

WHEREAS, The United States should have an established national date to recognize the achievements of children; and

WHEREAS, April 30, 2017, Dia de los Ninos (Children's Day), recognizes and acknowledges every child; this day commemorates the lives of our future pride and joy, our children; children of the Latino community have much to contribute to the future of this State; and

WHEREAS, More than 3,000 children and families will attend the Chicago Dia de los Ninos/Celebrating Young Americans Parade & Festivity; the parade strives to raise awareness about the importance of education for children; this year's theme and focus are Children's Rights are DACA Rights; the guiding principle is Education: Every Child, Every DREAM; and

WHEREAS, The Chicago Dia de los Ninos/Celebrating Young Americans Parade will be held on Saturday, April 29, 2017 in the heart of the Pilsen community of Chicago; and

WHEREAS, By celebrating Dia de los Ninos (Children's Day) on April 30, 2017, we are making a commitment to children that we will all continue to acknowledge, support, and advocate for their rights; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize the celebration of Dia de los Ninos (Children's Day) to be held on April 30, 2017.
