HOUSE RESOLUTION

 
2    WHEREAS, The rise of gun violence in the City of Chicago
3has begun to spread to Chicago-area expressways at an
4ever-increasing rate; and
 
5    WHEREAS, As of the end of 2016, there were 51 shootings on
6Chicago-area expressways, compared to 37 in 2015; and
 
7    WHEREAS, Governor Bruce Rauner has proposed that the State
8add hundreds of new Illinois State Police to combat the growing
9number of shooting incidents on Chicago-area expressways; and
 
10    WHEREAS, The Chicago Crime Commission has requested that
11State and federal officials purchase a high-tech expressway
12video surveillance system, which would assist law enforcement
13in identifying and apprehending those responsible for the
14expressway gun violence; and
 
15    WHEREAS, The area just south of Interstate 290 is popularly
16referred to as the "Heroin Highway" because of the easy access
17to the drug it offers city and suburban residents; the heroin
18epidemic within the City of Chicago is believed to be fueling
19much of the gun-related violence that is now spilling onto
20Chicago-area expressways; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3urge Governor Rauner to use discretionary funds to install the
4high-tech expressway video surveillance system recommended by
5the Chicago Crime Commission as soon as possible; and be it
6further
 
7    RESOLVED, That a suitable copy of this resolution be
8delivered to Governor Bruce Rauner.
