HOUSE RESOLUTION

 
2    WHEREAS, State Senator James F. Clayborne Jr. will retire
3after 23 years of outstanding and meritorious service to the
4State of Illinois and the 57th Senate District; and
 
5    WHEREAS, Sen. Clayborne was appointed in 1995 to fill the
6term of Senator Kenneth Hall and was elected to the position in
71996; and
 
8    WHEREAS, Sen. Clayborne graduated from Tennessee State
9University in 1985 and earned his juris doctorate from the
10University of Miami School of Law in 1988; and
 
11    WHEREAS, Sen. Clayborne is a former State's Attorney in St.
12Clair County and was one of 50 attorneys selected nationwide to
13participate in the National Law Institute sponsored by the
14Federal Bureau of Investigation; and
 
15    WHEREAS, Sen. Clayborne was a founding partner of
16Clayborne, Sabo and Wagner LLP and was a partner with Hinshaw
17and Culberson for 23 years; and
 
18    WHEREAS, As a result of his diligent and tireless work and
19demonstrated ability, Sen. Clayborne serves as Senate Majority
20Leader, Chairman of the Assignments Committee, and as a member

1of both the Energy and Public Utilities and Executive and
2Insurance Committees; and
 
3    WHEREAS, Sen. Clayborne worked to diversify the business
4climate of Illinois and passed legislation requiring day and
5temporary labor agencies to collect racial, ethnic, and gender
6information; and
 
7    WHEREAS, Evidence of Sen. Clayborne's success as a
8legislator is evidenced in the opening of the Stan Musial
9Veterans Memorial Bridge, a project that employed more than
103,000 minority workers and included contracts with 117
11minority-owned businesses from economically disadvantaged
12areas; and
 
13    WHEREAS, Sen. Clayborne is an active participant in
14numerous civic and community activities, including college
15tours for students; and
 
16    WHEREAS, Sen. Clayborne has been recognized for his service
17with numerous awards, including Legislator of the Year from the
18St. Louis Regional Chamber and Growth Association for the past
19four years and the Friends of Education Award from the Illinois
20Association of Regional School Superintendents; and
 
21    WHEREAS, Sen. Clayborne has earned the respect and

1admiration of his fellow legislators and will be missed by all;
2therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
5extend to State Senator James F. Clayborne Jr. our sincere
6appreciation for his dedicated service to the State of
7Illinois; and be it further
 
8    RESOLVED, That we congratulate him on his well-earned
9retirement and extend best wishes to him and his family for
10continued success and happiness in the years to come; and be it
11further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to Sen. Clayborne as a symbol of our respect and
14esteem.
