HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Elgin Police Department Chief of Police Jeff Swoboda on the occasion of his retirement; and

WHEREAS, Chief Jeff Swoboda joined the city of Elgin as a police officer on May 26, 1992; he was promoted to sergeant on May 24, 1998, lieutenant on February 4, 2002, deputy chief on January 8, 2006, and chief on April 16, 2010; and

WHEREAS, During his tenure as a police officer, Chief Swoboda was assigned to the city's Resident Officer Program, where he lived and worked in one of Elgin's highest crime areas; he has held various assignments from patrol to accreditation manager, to leading Elgin's gang and drug unit; while serving as deputy chief, he led each of the three bureaus: Investigations, Operations, and Support; and

WHEREAS, Chief Swoboda has a bachelor's degree in criminal justice from Aurora University, a Master of Arts in Administration of Law Enforcement from Western Illinois University, and is a graduate of Harvard's Senior Executives in Local Government, the FBI's National Academy, the Senior Management Institute for Police, and Northwestern's Staff and Command; and

WHEREAS, During his nearly eight years as chief, Chief Swoboda has made valuable contributions to the police department, which include leading Elgin to the forefront of community engagement, technology, and professionalism, which has resulted in the city being at a 46-year crime low; and

WHEREAS, During his years with the police department, Chief Swoboda was awarded two department commendations, one distinguished service recognition, and 34 letters of appreciation; and

WHEREAS, After 26 years with the Elgin Police Department, Chief Swoboda announced his retirement effective on June 1, 2018 in order to become Chief of Police of Fort Collins, Colorado; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Elgin Police Department Chief of Police Jeff Swoboda on his retirement, and we wish him the best in all his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Chief Jeff Swoboda as a symbol of our respect and esteem.
