HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Elgin Police Department
4Chief of Police Jeff Swoboda on the occasion of his retirement;
5and
 
6    WHEREAS, Chief Jeff Swoboda joined the city of Elgin as a
7police officer on May 26, 1992; he was promoted to sergeant on
8May 24, 1998, lieutenant on February 4, 2002, deputy chief on
9January 8, 2006, and chief on April 16, 2010; and
 
10    WHEREAS, During his tenure as a police officer, Chief
11Swoboda was assigned to the city's Resident Officer Program,
12where he lived and worked in one of Elgin's highest crime
13areas; he has held various assignments from patrol to
14accreditation manager, to leading Elgin's gang and drug unit;
15while serving as deputy chief, he led each of the three
16bureaus: Investigations, Operations, and Support; and
 
17    WHEREAS, Chief Swoboda has a bachelor's degree in criminal
18justice from Aurora University, a Master of Arts in
19Administration of Law Enforcement from Western Illinois
20University, and is a graduate of Harvard's Senior Executives in
21Local Government, the FBI's National Academy, the Senior
22Management Institute for Police, and Northwestern's Staff and

1Command; and
 
2    WHEREAS, During his nearly eight years as chief, Chief
3Swoboda has made valuable contributions to the police
4department, which include leading Elgin to the forefront of
5community engagement, technology, and professionalism, which
6has resulted in the city being at a 46-year crime low; and
 
7    WHEREAS, During his years with the police department, Chief
8Swoboda was awarded two department commendations, one
9distinguished service recognition, and 34 letters of
10appreciation; and
 
11    WHEREAS, After 26 years with the Elgin Police Department,
12Chief Swoboda announced his retirement effective on June 1,
132018 in order to become Chief of Police of Fort Collins,
14Colorado; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
17congratulate Elgin Police Department Chief of Police Jeff
18Swoboda on his retirement, and we wish him the best in all his
19future endeavors; and be it further
 
20    RESOLVED, That a suitable copy of this resolution be
21presented to Chief Jeff Swoboda as a symbol of our respect and
