| 2 | | WHEREAS, The Illinois Bicentennial is a once-in-a-lifetime | 3 | | opportunity for the Illinois Tollway to
celebrate and | 4 | | commemorate our State's 200th birthday and leave a lasting | 5 | | legacy by renaming Illinois
Route 390 as "The Illinois | 6 | | Bicentennial Memorial Tollway"; and
| 7 | | WHEREAS, Illinois Route 390 is considered a Project of | 8 | | National and Regional Significance by the U.S.
Department of | 9 | | Transportation; the project represents a fiscally responsible | 10 | | approach to addressing the
area's diverse travel needs which | 11 | | include improving travel efficiency, providing western access | 12 | | to O'Hare International
Airport, creating opportunities for | 13 | | jobs and economic development, enhancing multi-modal | 14 | | connections,
and reducing congestion; and
| 15 | | WHEREAS, The Illinois Route 390 Tollway leads the way to | 16 | | one of the nation's busiest airports, O'Hare
International | 17 | | Airport; it provides direct access to interstate highways, | 18 | | transit facilities, major freight
hubs, and distribution | 19 | | centers; with the support of a Local Advisory Committee, | 20 | | communities help guide
the progress on this Project of National | 21 | | and Regional Significance; and
| 22 | | WHEREAS, The Illinois Route 390 Tollway was completed in |

| 1 | | four years using sustainable construction
practices, including | 2 | | the reuse and recycling of all existing pavement removed from | 3 | | the old Elgin O'Hare
Expressway; and | 4 | | WHEREAS, Through a collaborative partnership, the | 5 | | communities and counties along the corridor have
been engaged | 6 | | throughout every stage of the project's implementation; this | 7 | | major infrastructure project
will bring access and economic | 8 | | benefits to local communities and the region, while also | 9 | | creating an
aesthetically pleasing corridor to support | 10 | | collective goals of the partners; and | 11 | | WHEREAS, The Illinois Tollway takes its role as an | 12 | | environmental steward seriously; on the Illinois Route
390 | 13 | | Tollway, all existing pavement was removed, reused, and | 14 | | recycled within the project; more than
3,000 new trees and | 15 | | 5,000 shrubs were planted throughout the corridor; the Tollway | 16 | | implemented
innovative water quality management practices for | 17 | | Illinois Route 390 in partnership with the DuPage
River Salt | 18 | | Creek Work Group and adjoining communities; and
| 19 | | WHEREAS, Illinois Route 390 is leading the way in creating | 20 | | new growth opportunities by creating 127 square miles of | 21 | | economic development opportunity in the area west of
O'Hare | 22 | | International Airport; the vision is to create economic | 23 | | opportunities and provide opportunities
for employment for the |

| 1 | | citizens of the State of Illinois; Illinois Route 390 provides | 2 | | a gateway to future
economic opportunities as we move into the | 3 | | next century; and
| 4 | | WHEREAS, At the east end of the corridor, with the | 5 | | completion of I-490 connecting the Jane Addams
Memorial Tollway | 6 | | (I-90) and the Tri-State Tollway (I-294), improvements in the | 7 | | area will be transformed
for the City of Chicago, DuPage County | 8 | | northeastern Illinois, and the entire nation; therefore, be it
| 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 10 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE | 11 | | CONCURRING HEREIN, that we designate the entirety of Illinois | 12 | | Route
390 as the "Illinois Bicentennial Memorial Tollway" in | 13 | | recognition of our State's 200th birthday; and be it further | 14 | | RESOLVED, That the Illinois State Toll Highway Authority is | 15 | | requested to erect at suitable locations,
consistent with State | 16 | | and federal regulations, appropriate plaques or signs giving | 17 | | notice of the name
"The Illinois Bicentennial Memorial | 18 | | Tollway"; and be it further
| 19 | | RESOLVED, That suitable copies of this resolution be | 20 | | distributed to the Chairman of the Board and
the Executive | 21 | | Director of the Illinois State Toll Highway Authority and | 22 | | Governor Bruce Rauner.
