HOUSE JOINT RESOLUTION

 
2    WHEREAS, The Illinois Bicentennial is a once-in-a-lifetime
3opportunity for the Illinois Tollway to celebrate and
4commemorate our State's 200th birthday and leave a lasting
5legacy by renaming Illinois Route 390 as "The Illinois
6Bicentennial Memorial Tollway"; and
 
7    WHEREAS, Illinois Route 390 is considered a Project of
8National and Regional Significance by the U.S. Department of
9Transportation; the project represents a fiscally responsible
10approach to addressing the area's diverse travel needs which
11include improving travel efficiency, providing western access
12to O'Hare International Airport, creating opportunities for
13jobs and economic development, enhancing multi-modal
14connections, and reducing congestion; and
 
15    WHEREAS, The Illinois Route 390 Tollway leads the way to
16one of the nation's busiest airports, O'Hare International
17Airport; it provides direct access to interstate highways,
18transit facilities, major freight hubs, and distribution
19centers; with the support of a Local Advisory Committee,
20communities help guide the progress on this Project of National
21and Regional Significance; and
 
22    WHEREAS, The Illinois Route 390 Tollway was completed in

1four years using sustainable construction practices, including
2the reuse and recycling of all existing pavement removed from
3the old Elgin O'Hare Expressway; and
 
4    WHEREAS, Through a collaborative partnership, the
5communities and counties along the corridor have been engaged
6throughout every stage of the project's implementation; this
7major infrastructure project will bring access and economic
8benefits to local communities and the region, while also
9creating an aesthetically pleasing corridor to support
10collective goals of the partners; and
 
11    WHEREAS, The Illinois Tollway takes its role as an
12environmental steward seriously; on the Illinois Route 390
13Tollway, all existing pavement was removed, reused, and
14recycled within the project; more than 3,000 new trees and
155,000 shrubs were planted throughout the corridor; the Tollway
16implemented innovative water quality management practices for
17Illinois Route 390 in partnership with the DuPage River Salt
18Creek Work Group and adjoining communities; and
 
19    WHEREAS, Illinois Route 390 is leading the way in creating
20new growth opportunities by creating 127 square miles of
21economic development opportunity in the area west of O'Hare
22International Airport; the vision is to create economic
23opportunities and provide opportunities for employment for the

1citizens of the State of Illinois; Illinois Route 390 provides
2a gateway to future economic opportunities as we move into the
3next century; and
 
4    WHEREAS, At the east end of the corridor, with the
5completion of I-490 connecting the Jane Addams Memorial Tollway
6(I-90) and the Tri-State Tollway (I-294), improvements in the
7area will be transformed for the City of Chicago, DuPage County
8northeastern Illinois, and the entire nation; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
11CONCURRING HEREIN, that we designate the entirety of Illinois
12Route 390 as the "Illinois Bicentennial Memorial Tollway" in
13recognition of our State's 200th birthday; and be it further
 
14    RESOLVED, That the Illinois State Toll Highway Authority is
15requested to erect at suitable locations, consistent with State
16and federal regulations, appropriate plaques or signs giving
17notice of the name "The Illinois Bicentennial Memorial
18Tollway"; and be it further
 
19    RESOLVED, That suitable copies of this resolution be
20distributed to the Chairman of the Board and the Executive
21Director of the Illinois State Toll Highway Authority and
22Governor Bruce Rauner.
