SYNOPSIS AS INTRODUCED:
 
70 ILCS 5/2.7.3 new
70 ILCS 5/2.7.4 new
70 ILCS 5/2.7.5 new
70 ILCS 5/3  from Ch. 15 1/2, par. 68.3

    Amends the Airport Authorities Act. Creates the Central Illinois Regional Airport Authority (within McLean County), the Chicago Rockford International Airport Authority (within Winnebago County), and the Metropolitan Airport Authority of Rock Island County (within Rock Island County). Provides that the Authorities are established 30 days after the appointment of board members to the board of commissioners of each Authority. Provides that any existing airport authority located entirely within those counties is dissolved upon the establishment of each Authority with each Authority assuming the rights to all property, assets, and liabilities of any dissolved authority. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Airport Authorities Act is amended by
5changing Section 3 and adding Sections 2.7.3, 2.7.4, and 2.7.5
6as follows:
 
7    (70 ILCS 5/2.7.3 new)
8    Sec. 2.7.3. Central Illinois Regional Airport Authority.
9    (a) The Central Illinois Regional Airport Authority is
10hereby established, the territory of which shall include all of
11the territory within the corporate limits of McLean County.
12Within 30 days after the initial appointments have been made
13under subsection (c) of this Section, the Authority board shall
14notify the office of the Secretary of State of the
15establishment of the Central Illinois Regional Airport
16Authority and the Secretary of State shall issue a certificate
17of incorporation to the Authority. Upon the issuance of a
18certificate of incorporation, the Central Illinois Regional
19Airport Authority shall be deemed an organized Airport
20Authority under this Act.
21    (b) If all of the airport facilities of an existing Airport
22Authority are situated within McLean County on the effective
23date of this amendatory Act of the 100th General Assembly, that

1existing Airport Authority is dissolved upon the establishment
2of the Central Illinois Regional Airport Authority. In such
3event, the rights to all property, assets, and liabilities,
4including bonded indebtedness, of the existing Airport
5Authority shall be assumed by the Central Illinois Regional
6Airport Authority.
7    (c) The Board of Commissioners of the Central Illinois
8Regional Airport Authority shall consist of 7 commissioners who
9shall reside within its corporate limits and who shall be
10appointed as follows:
11        (1) Three commissioners shall be appointed by the
12    county chairman of McLean County. Of the commissioners
13    appointed under this item, one commissioner shall be
14    appointed for a 3-year term, one commissioner shall be
15    appointed for a 4-year term, and one commissioner shall be
16    appointed for a 5-year term, as determined by lot. Their
17    successors shall be appointed for 5-year terms.
18        (2) Two commissioners shall be appointed by the mayor
19    of the City of Bloomington. Of the commissioners appointed
20    under this item, one commissioner shall be appointed for a
21    3-year term and one commissioner shall be appointed for a
22    4-year term, as determined by lot. Their successors shall
23    be appointed for 5-year terms.
24        (3) Two commissioners shall be appointed by the mayor
25    of the Town of Normal. Of the commissioners appointed under
26    this item, one commissioner shall be appointed for a 4-year

1    term and one commissioner shall be appointed for a 5-year
2    term, as determined by lot. Their successors shall be
3    appointed for a 5-year term.

5    Sec. 2.7.4. Chicago Rockford International Airport
6Authority.
7    (a) The Chicago Rockford International Airport Authority
8is hereby established, the territory of which shall include all
9of the territory within the corporate limits of Winnebago
10County. Within 30 days after the initial appointments have been
11made under subsection (c) of this Section, the Authority board
12shall notify the office of the Secretary of State of the
13establishment of the Chicago Rockford International Airport
14Authority and the Secretary of State shall issue a certificate
15of incorporation to the Authority. Upon the issuance of a

7        (1) Two commissioners shall be appointed by the mayor
8    of the City of Rockford. Of the commissioners appointed
9    under this item, one commissioner shall be appointed for a
10    3-year term and one commissioner shall be appointed for a
11    5-year term, as determined by lot. Their successors shall
12    be appointed for 5-year terms.
13        (2) Three commissioners shall be appointed by the
14    county chairman of Winnebago County. Of the commissioners
15    appointed under this item, one commissioner shall be
16    appointed for a 3-year term, one commissioner shall be
17    appointed for a 4-year term, and one commissioner shall be
18    appointed for a 5-year term, as determined by lot. Their
19    successors shall be appointed for 5-year terms.
20        (3) One commissioner shall be appointed by the Mayor of
21    Loves Park. The commissioner appointed under this item
22    shall be appointed to a 4-year term. Successors shall be
23    appointed for 5-year terms.
24        (4) One commissioner shall be appointed by the Village
25    President of Machesney Park. The commissioner appointed
26    under this item shall be appointed for a 3-year term.

3    Sec. 2.7.5. Metropolitan Airport Authority of Rock Island
4County.
5    (a) The Metropolitan Airport Authority of Rock Island
6County is hereby established, the territory of which shall
7include all of the territory within the corporate limits of
8Rock Island County. Within 30 days after the initial
9appointments have been made in subsection (c) of this Section,
10the Authority board shall notify the office of the Secretary of
11State of the establishment of the Metropolitan Airport
12Authority of Rock Island County and the Secretary of State
13shall issue a certificate of incorporation to the Authority.
14Upon the issuance of a certificate of incorporation, the
15Metropolitan Airport Authority of Rock Island County shall be
16deemed an organized Airport Authority under this Act.
17    (b) If all of the airport facilities of an existing Airport
18Authority are situated within Rock Island County on the
19effective date of this amendatory Act of the 100th General
20Assembly, that existing Airport Authority is dissolved upon the
21establishment of the Metropolitan Airport Authority of Rock
22Island County. In such event, the rights to all property,
23assets, and liabilities, including bonded indebtedness, of the
24existing Airport Authority shall be assumed by the Metropolitan
25Airport Authority of Rock Island County.

1    (c) The Board of Commissioners of the Metropolitan Airport
2Authority of Rock Island County shall consist of 8
3commissioners who shall reside within its corporate limits and
4who shall be appointed as follows:
5        (1) Three commissioners shall be appointed by the
6    chairman of Rock Island County. Of the commissioners
7    appointed under this item, one commissioner shall be
8    appointed for a 3-year term, 2 commissioners shall be
9    appointed for a 4-year term, and one commissioner shall be
10    appointed for a 5-year term, as determined by lot. Their
11    successors shall be appointed for 5-year terms.
12        (2) One commissioner shall be appointed by the mayor of
13    the City of Moline. The commissioner appointed under this
14    item shall be appointed for a 1-year term. The successors
15    shall be appointed for 5-year terms.
16        (3) One commissioner shall be appointed by the mayor of
17    the City of Rock Island. The commissioner appointed under
18    this item shall be appointed for a 3-year term. The
19    successors shall be appointed for 5-year terms.
20        (4) One commissioner shall be appointed by the mayor of
21    the City of East Moline. The commissioner appointed under
22    this item shall be appointed for a 2-year term. The
23    successors shall be appointed for 5-year terms.
24        (5) One commissioner shall be appointed by the mayor of
25    the City of Silvis. The commissioner appointed under this
26    item shall be appointed for a 4-year term. The successors

1    shall be appointed for 5-year terms.
2        (6) One commissioner shall be appointed by the mayor of
3    the Village of Milan. The commissioner appointed under this
4    item shall be appointed for a 2-year term. The successors
5    shall be appointed for 5-year terms.

7    Sec. 3. Boards of commissioners. Every authority
8established under this Act shall be governed by a board of
9commissioners. For authorities other than Metropolitan Airport
10Authorities, the Greater Metropolitan Airport Authority, the
11Central Illinois Regional Airport Authority, the Chicago
12Rockford International Airport Authority, the Metropolitan
13Airport Authority of Rock Island County, and the Crawford
14County Airport Authority, in the order finding the results of
15the election to be favorable to the establishment of the
16authority, the circuit court shall determine the population of
17the authority and the population of each municipality within
18the authority having 5,000 or more inhabitants according to the
19last census.

21    Section 99. Effective date. This Act takes effect upon
22becoming law.
