SYNOPSIS AS INTRODUCED:

625 ILCS 5/11-1432 new

    Amends the Illinois Vehicle Code. Defines "connected automated braking system" and "platoon". Provides that a driver of a motor vehicle operating in a platoon or a driver of a motor vehicle operating with a connected automated braking system shall be exempt from a provision in the Code prohibiting a driver of a motor vehicle from following another vehicle too closely. Provides that before the operation of a platoon upon the streets or highways of this State, a person shall file a plan for general platoon operations with the Department of State Police and the Department of Transportation. Provides that if the Department of State Police or the Department of Transportation do not reject the plan within a 30-day time period after receipt of the plan, the person may operate the platoon.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 11-710 and by adding Sections 1-111.10, 1-159.4, and
611-1432 as follows:
 
7    (625 ILCS 5/1-111.10 new)
8    Sec. 1-111.10. Connected automated braking system. A
9system by which the braking of a lead vehicle is electronically
10coordinated with the braking of one or more following vehicles
11through vehicle-to-vehicle communication.
 
12    (625 ILCS 5/1-159.4 new)
13    Sec. 1-159.4. Platoon. A group of individual motor vehicles
14that travel in a unified manner at electronically coordinated
15speeds.

17    Sec. 11-710. Following too closely. (a) The driver of a
18motor vehicle shall not follow another vehicle more closely
19than is reasonable and prudent, having due regard for the speed
20of such vehicles and the traffic upon and the condition of the
21highway.

1    (b) The driver of any truck or motor vehicle drawing
2another vehicle when traveling upon a roadway outside of a
3business or residence district and which is following another
4truck or motor vehicle drawing another vehicle shall, whenever
5conditions permit, leave sufficient space so that an overtaking
6vehicle may enter and occupy such space without danger, except
7that this shall not prevent a truck or motor vehicle drawing
8another vehicle from overtaking and passing any vehicle or
9combination of vehicles.
10    (c) Motor vehicles being driven upon any roadway outside of
11a business or residence district in a caravan or motorcade
12whether or not towing other vehicles shall be so operated as to
13allow sufficient space between each such vehicle or combination
14of vehicles so as to enable any other vehicle to enter and
15occupy such space without danger. This provision shall not
16apply to funeral processions.
17    (d) This Section shall not apply to a driver of a motor
18vehicle operating in a platoon or a driver of a motor vehicle
19operating with a connected automated braking system.

22    Sec. 11-1432. Plan for general platoon operations. Before
23the operation of a platoon upon the streets or highways of this
24State, a person shall file a plan for general platoon

1Department. If the Department of State Police or the Department
2do not reject the plan within a 30-day time period after
3receipt of the plan, the person may operate the platoon. The
4Department shall adopt rules to implement this Section.
