| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Joan Hetta Barlow Van Note, who passed | 4 | | away on October 16, 2015, at the age of 92; and
| 5 | | WHEREAS, Joan Van Note was born in
Hopkinton, Iowa to | 6 | | Reverend Dr. Walter and Sarah Ellen (Greenwood) Barlow on March | 7 | | 16, 1923; in 1929, the family moved to Ames, Iowa; in her | 8 | | childhood, and as a
young adult, she was an accomplished | 9 | | distance swimmer; she graduated from Grinnell College in 1944 | 10 | | with a Bachelor of Arts in Psychology; she received her | 11 | | master's degree in nursing from Case Western University in | 12 | | 1946; and | 13 | | WHEREAS, Joan Van Note was in an auto accident in 1956, | 14 | | before seat belts were in standard use; as a result of that | 15 | | accident, she lived with a disability for 59 years thereafter, | 16 | | never allowing that disability to slow her down; and
| 17 | | WHEREAS, Joan Van Note worked in New York City as
the | 18 | | founder and editor of "Nurses Notes", a newsletter designed to | 19 | | keep nurses updated on medical
advancements; she later | 20 | | published "Report for Nurses"; she was honored to be one of the | 21 | | first individuals to interview Dr. Jonas Salk regarding the | 22 | | vaccine for
polio; and

| 1 | | WHEREAS, Joan Van Note relocated to the Midwest in 1970 and | 2 | | continued working as a geriatric nurse and a realtor in
| 3 | | Wheaton; and
| 4 | | WHEREAS, During her retirement, Joan Van Note moved to | 5 | | Chicago to help raise her granddaughter; she sang in
the church | 6 | | choir at Unity Temple Unitarian Universalist Congregation and | 7 | | was a docent with the Unity
Temple Restoration Foundation; she | 8 | | also continued to swim, enjoyed reading the New York Times at | 9 | | the Oak
Park Public Library, and was well known throughout Oak | 10 | | Park for walking everywhere, her cheerful demeanor,
and her | 11 | | ready smile; and
| 12 | | WHEREAS, Joan Van Note is survived by her son, Allen | 13 | | (Elizabeth Scanlan); her daughter, Sarah; and her | 14 | | grandchildren, Sean (Anna), Liam (Devan), Eugene, and Grace; | 15 | | therefore, be it
| 16 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | 17 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 18 | | Joan Hetta Barlow Van Note, and extend our sincere condolences | 19 | | to her family, friends, and all who knew and loved her; and be | 20 | | it further
