SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of John Dale Stobbs, who passed away on
4November 23, 2016; and
 
5    WHEREAS, John Stobbs was born in Alton to John and Myrtle
6(Uphoff) Stobbs on November 28, 1932; he graduated from St.
7Mary's Grade School and Marquette High School in Alton, where
8he was class president; during his junior year at Marquette, he
9was elected to be the national president of Junior Achievement,
10and during his senior year he traveled throughout the country
11in that capacity; he earned a scholarship to St. Louis
12University, where he received his undergraduate and law degrees
13in 1956 with honors; he received his Master of Laws from
14Georgetown University in Washington, D.C. in 1958; during law
15school, he served on the Law Journal and was a member of the
16Order of the Coif; he married Mary DeCicco in Washington, D.C.
17on November 28, 1959; and
 
18    WHEREAS, John Stobbs enlisted in the United States Air
19Force and served in the Judge Advocate General Corps until his
20retirement as a full Colonel in 1989; he attended and completed
21studies at the prestigious Air War College in Huntsville,
22Alabama; and

1    WHEREAS, John Stobbs worked for the United States
2Department of Justice, where his first case reached the United
3States Supreme Court; after working for several years as a
4trial attorney with the Justice Department, he returned home to
5Alton, where he practiced law for over 50 years and was a
6partner in the Stobbs and Sinclair Law Firm; he served as a
7special Assistant State's Attorney under Raleigh Griffith in
8the early 1970s, where he was specially appointed to prosecute
9corruption cases; he had a perfect record of 14 convictions and
10no losses in the cases that proceeded to trial; and
 
11    WHEREAS, John Stobbs was a member of several organizations,
12including the American Legion, the Madison County Bar
13Association (Treasurer), the Illinois and Missouri State Bar
14Associations, the Seventh and Eighth Circuit Federal Courts of
15Appeals, the United States Supreme Court, the Marquette High
16School Renaissance Society, the Illinois Appellate Lawyers
17Association (Vice-President), and the American Trial Lawyers
18Association; and
 
19    WHEREAS, John Stobbs was preceded in death by his parents;
20his son-in-law, Gerard Riordan; and his grandson, Stephen
21"Danny" Stobbs; and
 
22    WHEREAS, John Stobbs is survived by his wife, Mary; his
23children, Tracey Stobbs Riordan, Monica Jude Stobbs, Elizabeth

1Dunn Stobbs, John Dale (Rosario) Stobbs II, Mary Jennifer
2Margarida, Stephen (Katie) Stobbs, and Kathryn (Don)
3Santellano; 15 grandchildren; and his sister, Janice Brown;
4therefore, be it
 
5    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
7John Dale Stobbs, and extend our sincere condolences to his
8family, friends, and all who knew and loved him; and be it
9further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to the family of John Stobbs as an expression of our
12deepest sympathy.
