SENATE RESOLUTION

 
2    WHEREAS, Stroke can occur before birth, in infants,
3children, and young adults; and
 
4    WHEREAS, The risk of pediatric stroke is highest in the
5first year of life and peaks during the perinatal period; and
 
6    WHEREAS, Stroke occurs in the United States at a rate of
7from 1 in 1,600 to 1 in 4,000 live births each year, and in 12
8in 100,000 children each year; and
 
9    WHEREAS, Between 50% and 85% of infants and children who
10have pediatric stroke will have serious permanent neurological
11disabilities, including paralysis, seizures, speech and vision
12problems, and attention, learning, and behavioral
13difficulties, and may require ongoing physical therapy and
14surgeries; and
 
15    WHEREAS, The lifelong care and treatments resulting from
16pediatric stroke result in a significant financial and
17emotional toll on the child, family, and society at large; and
 
18    WHEREAS, Little is known about the cause, treatment, and
19prevention of pediatric stroke; risk factors, symptoms,
20prevention efforts, and treatments are often different for

1children than in adults; and
 
2    WHEREAS, Early diagnosis and commencement of treatment of
3pediatric stroke greatly improves the chances of recovery and
4prevention of recurrence; and
 
5    WHEREAS, Only through medical research can effective
6treatment and prevention strategies for pediatric stroke be
7identified and developed; therefore, be it
 
8    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
9ASSEMBLY OF THE STATE OF ILLINOIS, that we designate May of
102016 as Pediatric Stroke Awareness Month in the State of
11Illinois and urge Illinois residents and public health
12officials to become more aware of the risk factors and symptoms
13of pediatric stroke; and be it further
 
14    RESOLVED, That suitable copies of this resolution be
15presented to the Director of the Department of Public Health
16and the Children's Hemiplegia and Stroke Association.
