SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Werner Baer, who passed away on March 31, 2016 at the age of 85; and

WHEREAS, Werner Baer was born in Offenbach am Main, Germany in 1931; his family emigrated from Switzerland to New York shortly after World War II; he received his bachelor's degree from Queen's College in 1953, and a master's and a Ph.D. from Harvard University in 1955 and 1958 respectively; and

WHEREAS, Werner Baer was the Jorge Paulo Lemann Distinguished Professor of Economics at the University of Illinois, where he served for more than 40 years from 1974 to 2016; prior to that, he was a teacher at Yale (1961-65) and Vanderbilt (1965-74); he served as a program advisor for the Ford Foundation in Rio de Janeiro from 1967 to 1976; he also served as a visiting lecturer at the Pontifical Catholic University of Rio de Janeiro, Brazil and the New University of Lisbon, Portugal; and

WHEREAS, Werner Baer influenced generations of students and was a driving force behind Latin American Studies at the University of Illinois; his research was centered on Latin America's industrialization and economic development, especially of Import Substitution Industrialization (ISI) and Brazil; and

WHEREAS, Werner Baer had an outstanding record of scholarly achievement, including books Industrialization and Economic Development in Brazil (1965), The Development of the Brazilian Steel Industry (1970), The Brazilian Economy: Its Growth and Development (1979), now in its sixth edition, as well as a lengthy stream of articles on a diverse range of economic and policy issues; and

WHEREAS, Werner Baer served on the editorial boards of the Luse-Brazilian Review, the Emerging Markets Review, Economia Aplicada, the Latin American Business Review, Revista Latinoamericana de Historica Economica y Social, Revista Paraguaya de Estudios Sociologicos, the Latin American Research Review, and World Development; and

WHEREAS, Werner Baer is survived by his sister, Marianne (Peter) Kilby, and his nieces and nephews, Damian, Christopher, and Karen; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Werner Baer, and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Werner Baer as an expression of our deepest sympathy.
