SENATE RESOLUTION

 
2    WHEREAS, Some Illinois students are unable to pursue
3activities and interests because of the costs associated with
4music education and youth sports programs; and
 
5    WHEREAS, Study after study links the benefits of both music
6education and sports to the social, behavioral, and cognitive
7development of children; and
 
8    WHEREAS, Schools find themselves first cutting the budgets
9of music, arts education, and extracurricular sports programs
10in dire budgetary times; and
 
11    WHEREAS, The day of September 19 has been designated as
12Preventing Lost Potential Day by the HAVlife Foundation; and
 
13    WHEREAS, The Preventing Lost Potential Day is to be an
14annual day of celebration and provides a renewed focus on the
15importance of and dedication to educate, encourage, protect,
16and develop our community's youth; and
 
17    WHEREAS, The HAVlife Foundation serves as an advocate for
18all schools, non-profit organizations, sports clubs, civic
19organizations, government programs, and religious institutions
20that place emphasis on valuing and caring for youth; and

1    WHEREAS, This day shall initiate an ongoing movement to
2make the State of Illinois the best place in the nation for
3youth; and
 
4    WHEREAS, The State of Illinois recognizes that this effort
5is successful because of the partnerships that have formed
6between residents, businesses, and community and State
7organizations and organizations like HAVlife; therefore, be it
 
8    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
9ASSEMBLY OF THE STATE OF ILLINOIS, that we designate September
1019, 2015 as Preventing Lost Potential Day in the State of
11Illinois; and be it further
 
12    RESOLVED, That we urge the residents of this State to
13continue to support our youth in their continued pursuit of
14extracurricular activities, such as sports, music, and the
15arts; and be it further
 
16    RESOLVED, That a suitable copy of this resolution be
17presented to the HAVlife Foundation as a token of their resolve
18in strengthening the youth of our nation.
