    Amends the Illinois Vehicle Code. Requires every low-speed electric bicycle to at all times be equipped with a lamp visible from the front. Requires every moped to be equipped with a lamp. Requires every motorcycle, motor-driven cycle, moped, and low-speed electric bicycle to at all times have at least one lighted lamp when operating on a highway in this State.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Sections 11-1507, 11-1507.1, and 12-201 as follows:
 
6    (625 ILCS 5/11-1507)  (from Ch. 95 1/2, par. 11-1507)
7    Sec. 11-1507. Lamps and other equipment on bicycles.
8    (a) Every bicycle when in use at nighttime and every
9low-speed bicycle at all times, shall be equipped with a lamp
10on the front which shall emit a white light visible from a
11distance of at least 500 feet to the front and with a red
12reflector on the rear of a type approved by the Department
13which shall be visible from all distances from 100 feet to 600
14feet to the rear when directly in front of lawful lower beams
15of headlamps on a motor vehicle. A lamp emitting a red light
16visible from a distance of 500 feet to the rear may be used in
17addition to the red reflector.
18    (b) A bicycle shall not be equipped with nor shall any
19person use upon a bicycle any siren. This subsection (b) does
20not apply to a bicycle that is a police vehicle or fire
21department vehicle.
22    (c) Every bicycle shall be equipped with a brake which will
23adequately control movement of and stop and hold such bicycle.

1    (d) No person shall sell a new bicycle or pedal for use on
2a bicycle that is not equipped with a reflex reflector
3conforming to specifications prescribed by the Department, on
4each pedal, visible from the front and rear of the bicycle
5during darkness from a distance of 200 feet.
6    (e) No person shall sell or offer for sale a new bicycle
7that is not equipped with side reflectors. Such reflectors
8shall be visible from each side of the bicycle from a distance
9of 500 feet and shall be essentially colorless or red to the
10rear of the center of the bicycle and essentially colorless or
11amber to the front of the center of the bicycle provided. The
12requirements of this paragraph may be met by reflective
13materials which shall be at least 3/16 of an inch wide on each
14side of each tire or rim to indicate as clearly as possible the
15continuous circular shape and size of the tires or rims of such
16bicycle and which reflective materials may be of the same color
17on both the front and rear tire or rim. Such reflectors shall
18conform to specifications prescribed by the Department.
19    (f) No person shall sell or offer for sale a new bicycle
20that is not equipped with an essentially colorless front-facing
21reflector.

1shall emit a white light visible from a distance of at least
2500 feet to the front, and with a red reflector on the rear of a
3type approved by the Department which shall be visible from all
4distances from 100 feet to 600 feet to the rear when in front
5of lawful, low-powered beams of head lamps on a motor vehicle.
6A lamp emitting a red light visible from a distance of 500 feet
7to the rear may be used in addition to the red reflector.

10    Sec. 12-201. When lighted lamps are required.
11    (a) When operated upon any highway in this State, every
12motorcycle, motor-driven cycle, moped, and low-speed electric
13bicycle shall at all times exhibit at least one lighted lamp,
14showing a white light visible for at least 500 feet in the
15direction the motorcycle, motor-driven cycle, moped, or
16low-speed electric bicycle is proceeding. However, in lieu of
17the such lighted lamp, a motorcycle, motor-driven cycle, moped,
18or low-speed electric bicycle may be equipped with and use a
19means of modulating the upper beam of the head lamp between
20high and a lower brightness. No such head lamp shall be
21modulated, except to otherwise comply with this Code, during
22times when lighted lamps are required for other motor vehicles.
23    (b) All other motor vehicles shall exhibit at least 2
24lighted head lamps, with at least one on each side of the front
25of the vehicle, which satisfy United States Department of

1Transportation requirements, showing white lights, including
2that emitted by high intensity discharge (HID) lamps, or lights
3of a yellow or amber tint, during the period from sunset to
4sunrise, at times when rain, snow, fog, or other atmospheric
5conditions require the use of windshield wipers, and at any
6other times when, due to insufficient light or unfavorable
7atmospheric conditions, persons and vehicles on the highway are
8not clearly discernible at a distance of 1000 feet. Parking
9lamps may be used in addition to but not in lieu of such head
10lamps. Every motor vehicle, trailer, or semi-trailer shall also
11exhibit at least 2 lighted lamps, commonly known as tail lamps,
12which shall be mounted on the left rear and right rear of the
13vehicle so as to throw a red light visible for at least 500
14feet in the reverse direction, except that a truck tractor or
15road tractor manufactured before January 1, 1968 and all
16motorcycles need be equipped with only one such tail lamp.
17    (c) Either a tail lamp or a separate lamp shall be so
18constructed and placed as to illuminate with a white light a
19rear registration plate when required and render it clearly
20legible from a distance of 50 feet to the rear. Any tail lamp
21or tail lamps, together with any separate lamp or lamps for
22illuminating a rear registration plate, shall be so wired as to
23be lighted whenever the head lamps or auxiliary driving lamps
24are lighted.
25    (d) A person shall install only head lamps that satisfy
26United States Department of Transportation regulations and

1show white light, including that emitted by HID lamps, or light
2of a yellow or amber tint for use by a motor vehicle.
