1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Illinois Articulation Initiative Act.
 
6    Section 5. Legislative findings. The General Assembly
7finds and declares that in January of 1993, the Board of Higher
8Education, the Illinois Community College Board, and transfer
9coordinators from Illinois colleges and universities jointly
10launched the Illinois Articulation Initiative to ease the
11transfer of students among Illinois public and independent
12associate and baccalaureate degree-granting institutions. The
13General Assembly finds and declares that the Illinois
14Articulation Initiative was driven by the following
15foundational ideas:
16        (1) that associate and baccalaureate degree-granting
17    institutions are equal partners in educating college
18    freshmen and sophomores;
19        (2) that faculties should take primary responsibility
20    for developing and maintaining program and course
21    articulation; and
22        (3) that institutions are expected to work together to
23    facilitate transfer for lower-division baccalaureate

1    programs.
2    The General Assembly finds and declares that students have
3benefited by receiving the General Education Core Curriculum
4and transferring across institutions of higher education.
 
5    Section 10. Definition of public institution. In this Act,
6"public institution" means a public university or public
7community college in this State.
 
8    Section 15. Participation. All public institutions shall
9participate in the Illinois Articulation Initiative through
10submission and review of their courses for statewide transfer.
11All public institutions shall maintain a complete Illinois
12Articulation Initiative General Education Core Curriculum
13package, and all public institutions shall maintain up to 4
14core courses in an Illinois Articulation Initiative major,
15provided the public institution has equivalent majors and
16courses. All public institutions shall provide faculty, as
17appointed by the Board of Higher Education for public
18universities and the Illinois Community College Board for
19public community colleges, to serve on panels in the review of
20courses.
 
21    Section 20. Course transferability.
22    (a) All courses approved for Illinois Articulation
23Initiative General Education codes must be transferable as a

1part of the General Education Core Curriculum package,
2consistent with the specific requirements of the package. All
3public institutions shall determine if Illinois Articulation
4Initiative major courses are direct course equivalents or are
5elective credit toward the requirements of the major. If the
6receiving institution does not offer the course or does not
7offer it at the lower-division level, the student shall receive
8elective lower-division major credit toward the requirements
9of the major for the course and may be required to take the
10course at the upper-division level.
11    (b) Students receiving the full General Education Core
12Curriculum package must not be required to take additional
13lower-division general education courses.
 
14    Section 25. Board of Higher Education and the Illinois
15Community College Board duties.
16    (a) The Board of Higher Education and the Illinois
17Community College Board shall co-manage the implementation,
18oversight, and evaluation of the Illinois Articulation
19Initiative, including determining when panels must be
20discontinued or convened and the specific requirements of the
21General Education Core Curriculum. Panels must be convened
22across the fields of General Education, Communications,
23Humanities and Fine Arts, Life Sciences, Physical Sciences,
24Social and Behavioral Sciences, Mathematics, and other fields
25as determined by the Board of Higher Education and the Illinois

1Community College Board.
2    (b) The Board of Higher Education and the Illinois
3Community College Board shall provide a joint report on an
4annual basis to the General Assembly, the Governor, and the
5Illinois P-20 Council on the status of the Illinois
6Articulation Initiative and the implementation of this Act.
