1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Campus Demonstrations Policy Act is amended
5by changing Section 1 and by adding Section 2.5 as follows:
 
6    (110 ILCS 10/1)  (from Ch. 144, par. 225)
7    Sec. 1. For the purposes of this Act:
8    (a) "State-supported institution of higher learning" means
9the University of Illinois, Southern Illinois University,
10Chicago State University, Eastern Illinois University,
11Governors State University, Illinois State University,
12Northeastern Illinois University, Northern Illinois
13University, Western Illinois University, and the public
14community colleges subject to the Public Community College Act,
15and every institution of higher learning approved by the
16Illinois Student Assistance Commission for purposes of the
17monetary award program under Section 35 of the Higher Education
18Student Assistance Act.
19    (b) "Policy on Demonstrations" means an outline of rules
20and regulations to maintain order on the campus of an
21institution of higher learning in this State which gives
22special attention to firmness, to insuring that the civil
23rights of others are not infringed and to establishment of a

1step by step approach to secure the reasonable operation of
2university or college activities in case of any disruptive
3activity.

6    Sec. 2.5. Policy on Demonstrations. The Policy on
7Demonstrations of a State-supported institution of higher
8learning must include a statement declaring that the academic
9or athletic scholarship awarded to a student-athlete may not be
10reduced or revoked as a result of the student-athlete's
11participation in or expression of his or her First Amendment
12rights under the United States Constitution.
