SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Budget Accountability and Transparency Act. Provides that when the State enters into a new fiscal year without a fully enacted budget, the Governor, the President of the Senate, the Minority Leader of the Senate, the Speaker of the House of Representatives, and the Minority Leader of the House of Representatives must hold weekly in-person, public meetings to discuss the budget until a budget is enacted. Provides for notice of meetings and access to the meetings by members of the General Assembly and the general public. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Budget
5Accountability and Transparency Act.
 
6    Section 5. Definitions.For purposes of this Act, "budget"
7means a single bill or series of appropriations bills outlining
8State spending for the upcoming fiscal year.
 
9    Section 10. Mandatory meetings.
10    (a) When the State enters into a new fiscal year without a
11fully enacted budget, the following must meet publicly to
12discuss the budget or portions thereof: the Governor; the
13President of the Senate; the Speaker of the House of
14Representatives; the Minority Leader of the Senate; and the
15Minority Leader of the House of Representatives.
16    (b) The State enters into a new fiscal without a fully
17enacted budget when: (1) the General Assembly fails to pass a
18budget and submit it to the Governor; or (2) the General
19Assembly passes a budget and the Governor vetoes the budget in
20whole or in part.
21    (c) Unless emergency circumstances exist, the officials
22enumerated in subsection (a) must be physically present and not

1represented by a designee.
2    (d) The meetings required in subsection (a) must be at
3least one hour in length and held weekly until a budget is
4passed by the General Assembly and signed into law by the
5Governor.
 
6    Section 15. Notice of meetings.
7    (a) The Governor, after conferring with the leaders of the
8General Assembly, shall provide notice and convene each meeting
9outlined in Section 5.
10    (b) Public notice of each meeting must be made at least 48
11hours prior to the meeting.
12    (c) Notice must include the time and location of the
13meeting.
14    (d) Each meeting must be held in a location, owned by the
15State of Illinois, which will facilitate attendance by members
16of the public.
 
17    Section 20. Participation.
18    (a) Any member of the General Assembly may attend the
19meetings and participate in the budget discussions.
20    (b) Any member of the public may attend the meeting and
21submit written comments.
 
22    Section 99. Effective date. This Act takes effect upon
23becoming law.
