HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to honor Representative Donald L. Moffitt
4for his work with the Illinois Legislative Fire Caucus; and
 
5    WHEREAS, In 2002, Rep. Moffitt created a task force to
6study fire protection funding; he recognized the need to have a
7bi-partisan "fire caucus" made up of members from the General
8Assembly that would work with fire service leaders on their
9various needs; he has continuously served as the Co-Chairman of
10the Fire Caucus since its formation; and
 
11    WHEREAS, The purpose of the Fire Caucus is to promote,
12preserve, foster, and protect the pursuits of the fire service
13in Illinois; the caucus will not advance any fire
14service-related issue if there is not unanimous agreement by
15the Illinois Fire Services Association; and
 
16    WHEREAS, Rep. Moffitt sponsored or co-sponsored
17legislation that did the following: encouraged every fire
18department in Illinois to join the Mutual Aid Box Alarm System
19(MABAS); created the revolving fire truck loan program; created
20the fire service small equipment grant; increased the fines and
21punishment for arsonists; allowed fire departments to receive
22tax free motor fuel for fire trucks; updated and improved a

1firefighter hiring process for career fire departments;
2created a fair and equitable promotional system within career
3fire departments; allowed for military veterans to continue to
4apply for firefighter jobs if serving on active duty when they
5reached the maximum allowable age; and
 
6    WHEREAS, Rep. Moffitt also served as the Co-Chair of the
7EMS Task Force, which looked into the funding and service
8delivery of the Emergency Medical System in Illinois; as
9Co-Chair of both the Fire Caucus and EMS Task Force, he has
10championed the public safety concerns of fire and emergency
11services throughout the State; and
 
12    WHEREAS, Throughout Rep. Moffitt's legislative career, he
13has acquired several prestigious awards, including Legislator
14of the Year, Illinois Association for Fire Protection
15Districts, 2002; Legislator of the Year, Illinois Fire Chiefs
16Association, 2003; Legislator of the Year, Northern Illinois
17Alliance of Fire Protection Districts, 2004; Legislator of the
18Year, Illinois EMS Alliance, 2014; Legislator of the Year,
19Illinois Emergency Medical Technicians Association, 2014; and
20Legislator of the Year, Illinois National Emergency Number
21Association, 2014; and
 
22    WHEREAS, Rep. Moffitt has served in the Illinois House of
23Representatives since January of 1993; prior to that, he was

1the Knox County Treasurer, a Knox County Board member and
2Chair, a Knoxville City Council member, the Mayor of Oneida,
3and an alderman in Oneida; he was born in Galesburg and has a
4Bachelor of Science in Agricultural Education and Economics
5from the University of Illinois; he and his wife, Carolyn, have
63 children; and
 
7    WHEREAS, Rep. Moffitt has a passion, dedication, and
8commitment to public safety and the constituents of Illinois;
9therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12honor Representative Donald L. Moffitt for his work with the
13Illinois Legislative Fire Caucus; and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to Rep. Moffitt as an expression of our esteem and
16respect.
