HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives recognize that there are distressed
4communities throughout Illinois that struggle with many
5economic and social problems, including crime, unemployment,
6poverty, mortgage foreclosures, declining property values,
7deficiencies in public health services, and deficits in public
8education; and
 
9    WHEREAS, In recent years, these economic and social
10problems have become more prevalent and they have exacerbated
11existing conditions; it is important to take a comprehensive
12approach to the ongoing crisis of distressed communities in
13Illinois; as long as these problems are not successfully
14addressed, the cost to taxpayers in Illinois will only
15increase; and
 
16    WHEREAS, State government resources are expended in
17ever-increasing amounts to address these social and economic
18problems, and those expenditures are a significant drain on the
19State's road to financial stability; there exist numerous ways
20for State government to be operated more efficiently and more
21economically; more effective, efficient, and economical ways
22to raise the overall welfare of the distressed communities can
23then be replicated, with adjustments as appropriate, to all

1communities in Illinois; and
 
2    WHEREAS, The Boy Scouts of America is one of the nation's
3largest and most prominent values-based youth development
4organizations; the Boy Scouts of America provides a program for
5young people that builds character, trains them in the
6responsibilities of participating citizenship, and develops
7personal fitness; for over a century, the Boy Scouts of America
8has helped build the future leaders of this country by
9combining educational activities and lifelong values with fun;
10the Boy Scouts of America believes - and, through over a
11century of experience, knows - that helping youth is a key to
12building a more conscientious, responsible, and productive
13society; and
 
14    WHEREAS, The Boy Scouts of America Pathway to Adventure
15Council supplies unit leaders with the knowledge and tools they
16need to deliver the best possible Scouting program to youth and
17young adults in the community to prepare them for life;
18building strong units creates strong districts, a strong
19council, and a bright future; and
 
20    WHEREAS, The Pathway to Adventure Council spans 2 states,
21serves more than 26,000 youth members, and includes over 9,000
22volunteers, 7 camp properties, and 4 Service Centers; while the
23Pathway to Adventure Council is new in name, it is rooted in

1over 100 years of distinguished history, talent, and culture;
2and
 
3    WHEREAS, The Boy Scouts of America Pathway to Adventure
4Council is entering a new chapter in the history of its
5membership; this years's theme is "Ignite the Fun ... Blast
6into Scouting", and on September 17, 2015, a recruitment drive
7will be held at elementary schools across the State; therefore,
8be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11commend the Boy Scouts of America on its character and its
12drive for equality for all Illinois families; and be it further
 
13    RESOLVED, That we encourage the utilization of the Boy
14Scouts of America as an important asset in improving
15communities during tough economic times when State resources
16within communities may be lacking; and be it further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to the Boy Scouts of America as an expression of our
19esteem and respect.
