HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives with to congratulate Kevin D. Hutchison, R.N., M.S., M.P.H., C.P.H.A. on his retirement as Executive Director of the St. Clair County Health Department; and

WHEREAS, Kevin D. Hutchison has held his position as Executive Director of the St. Clair County Health Department since since 1986; he has been responsible for overall operation of 70 employees with a budget of $7.1 million; this includes policy development, program implementation, fiscal management, and personnel management; his professional experience totals 39 years of progressively responsible experience in public health practice; and

WHEREAS, Kevin D. Hutchison serves as a member of the Illinois Public Health Association Executive Council, member of policy/legislative committee of the Illinois Association of Public Health Administrators, and various other professional workgroups; he recently served on the State Health Improvement Plan Implementation Coordinating Council and Community Transformation Grant Leadership Team; he also serves in local leadership roles where he is currently the Chairman of the St. Clair County Health Care Commission and Ex-Officio Board member and Director of the Williard C. Scrivner M.D. Public Health Foundation, a nonprofit organization that works in partnership with the St. Clair County Board of Health; nationally, he serves the Public Health Accreditation Board, Inc. as a Site Review Team Member and is an active member of the National Association of City and County Officials, having previously served on the MAPP Task Force and Healthy People 2020 Workgroup; and

WHEREAS, Kevin D. Hutchison has played major roles in a variety of public workforce development and public health policy issues in Illinois, including previous service as President of the Illinois Public Health Association, President of the Illinois Association of Public Health Administrators, member of the Illinois State Board of Health, and as a mentor at the Mid-America Public Health Leadership Institute; he also served as Instructor at the Illinois Center for Public Health Preparedness at the School of Public Health, University of Illinois at Chicago; and

WHEREAS, Kevin D. Hutchison received his Master of Public Health from the University of Illinois at Chicago, School of Public Health in 2002 and a Master of Science in Community Health Nursing from the University of Illinois at Chicago, College of Nursing in 1982; he received his undergraduate degree in nursing from University of Illinois at Springfield in 1976; he has maintained Certification as a Public Health Administrator from the Public Health Practitioner Certification Board, Inc. since 2003; and

WHEREAS, Kevin D. Hutchison's retirement will be official on June 30, 2015; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Kevin D. Hutchison, R.N., M.S., M.P.H., C.P.H.A. on his retirement as Executive Director of the St. Clair County Health Department and we wish him the best in all his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Kevin Hutchison as an expression of our esteem and respect.
