1 HOUSE RESOLUTION

2     WHEREAS, The members of the Illinois House of
3 Representatives wish to congratulate Narbeth R. "Nobby"
4 Emmanuel, Ph.D. on his retirement as Vice-Chancellor for
5 Student Affairs at Southern Illinois University Edwardsville
6 (SIUE); and

7     WHEREAS, Dr. Emmanuel became Vice-Chancellor in January of
8 1996 and he has overseen SIUE's transformation from a school
9 that caters to commuters to one that supports a residential
10 population and has a vibrant campus; and

11     WHEREAS, Under the leadership of Dr. Emmanuel, SIUE has had
12 numerous capital improvements; he has been a strong advocate of
13 affordability for students and keeps in close contact with the
14 students and their concerns; and

15     WHEREAS, Dr. Emmanuel has published extensively and has
16 been a presenter at numerous conferences on issues concerning
17 student affairs; he serves as a peer reviewer for the Higher
18 Learning Commission; and

19     WHEREAS, Prior to joining SIUE, Dr. Emmanuel served as
20 Vice-President for Student Affairs at Ferris State University
21 in Big Rapids, Michigan; he is a native of South Africa and

1 completed his baccalaureate, master's of education, and
2 doctorate in educational administration and supervision at
3 Bowling Green State University in Ohio; he was also on the
4 faculty and taught at Bowling Green State University and the
5 University of Vermont, where he was the Associate Dean of
6 Students; and

7     WHEREAS, A reception in Dr. Emmanuel's honor will be held
8 on April 29, 2015 in the Meridian Ball Room at the SIUE Morris
9 University Building; therefore, be it

10     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12 congratulate Narbeth R. "Nobby" Emmanuel, Ph.D. on his
13 retirement as Vice-Chancellor for Student Affairs at Southern
14 Illinois University Edwardsville and wish him the best in all
15 his future endeavors; and be it further

16     RESOLVED, That a suitable copy of this resolution presented
17 to Dr. Emmanuel as an expression of our esteem and respect.
