HOUSE RESOLUTION

 
2    WHEREAS, The State of Illinois Child Care Assistance
3Program provides low-income, working families with access to
4quality, affordable child care that allows them to continue
5working; and
 
6    WHEREAS, Quality child care contributes to the health and
7emotional and social development of a child; and
 
8    WHEREAS, Families receiving Temporary Assistance for Needy
9Families assistance and participate in education and training,
10teen parents that seek a high school degree, and families who
11do not receive Temporary Assistance for Needy Families
12assistance but pursue higher education are eligible for
13assistance under the program; and
 
14    WHEREAS, Families in the program are required to cost-share
15on a sliding scale, based on factors such as family size,
16income, and number of children in care; and
 
17    WHEREAS, Children in the program must be cared for by a
18qualified child care provider, such as, but not limited to, a
19licensed day care facility, a licensed day care home, or a
20licensed group day care home; and

1    WHEREAS, There are approximately 173,000 children that are
2cared for and approximately 38,000 child care providers in the
3State of Illinois that receive funding to provide child care
4under the program; therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
7direct the Auditor General to conduct a performance audit of
8the Child Care Assistance Program to ensure that child care
9providers being funded by the State of Illinois are properly
10managing the State funding provided to them and that only
11eligible families receive assistance of the program; and be it
12further
 
13    RESOLVED, That suitable copies of this resolution be
14delivered to the Secretary of Human Services and the Auditor
15General.
