HOUSE RESOLUTION

 
2    WHEREAS, The State of Illinois currently has approximately
3421,000 unemployed workers; and
 
4    WHEREAS, The Employment of Illinois Workers on Public Works
5Act was amended in 2010 by Public Act 96-929 to allow for its
6implementation by the Illinois Department of Labor; and
 
7    WHEREAS, The implementation of the Employment of Illinois
8Workers on Public Works Act will ensure that Illinois residents
9are being employed on projects using public dollars, helping
10decrease unemployment in the State; and
 
11    WHEREAS, In order to implement and enforce the Employment
12of Illinois Workers on Public Works Act, House Resolution 556
13of the 98th General Assembly authorized the Department of Labor
14to conduct a study to validate claims that employing Illinois
15residents for public works projects will decrease the rate of
16unemployment in the State; and
 
17    WHEREAS, A study to fulfill this requirement was conducted
18by the University of Illinois at Urbana-Champaign School of
19Labor and Employment Relations; and
 
20    WHEREAS, This study showed enforcement of the Employment of

1Illinois Workers on Public Works Act could result in up to
28,718 additional construction jobs for Illinois workers,
3contribute as much as $1.2 billion to the State's economy, and
4increase local and State tax revenue by $11.1 million; and
 
5    WHEREAS, The Department of Labor has the responsibility to
6use any means available to enforce the laws passed by the
7General Assembly; therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10enforcement of the Employment of Illinois Workers on Public
11Works Act by the Illinois Department of Labor furthers a
12compelling State interest clearly established in the study
13conducted by the University of Illinois at Urbana-Champaign
14School of Labor and Employment Relations on behalf of the
15Illinois Department of Labor; and be it further
 
16    RESOLVED, That the Illinois Department of Labor is directed
17to enforce the Employment of Illinois Workers on Public Works
18Act in accordance with the provisions of that Act; and be it
19further
 
20    RESOLVED, That a suitable copy of this resolution be
21presented to the Director of the Illinois Department of Labor.
