HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Billie Jean Miller on the occasion of her 80th birthday on June 23, 2016; and

WHEREAS, Billie Jean Miller was born on June 23, 1936 in Brooklyn; her parents were Nathanial O'Bannon, Sr. and Annie Mae Walton O'Bannon; she married Henry Lee Miller, Sr. in 1954; and

WHEREAS, Billie Jean Miller has been a resident of Centreville for over 50 years and has been a pillar of the community of East St. Louis all of her adult life; she is the owner of Billie's Pastries in East St. Louis, which has become a community fixture and social gathering place to discuss current events, exchange ideas, and address issues impacting the City of East St. Louis; and

WHEREAS, Billie Jean Miller and her husband founded Billie's Pastries as an additional source of income, a source of pride, a blueprint for entrepreneurial advancement, and as a legacy to be passed on to their children and grandchildren; and

WHEREAS, Billie Jean Miller has been the steadfast matriarch and guiding force in the raising of her children, Henry Lee Miller, Jr., Otis Miller, Tara Patree Foster, Marchella Miller, Raynard Miller, Karen Clay, Chree Mimms, Gina Jackson, and Marlon Miller, as well as her many grandchildren, some of whom have assumed the responsibility of maintaining Billie's Pastries; she is also the loving sister of Reverend Eddie Lee O'Bannon, Sr., Russell O'Bannon, and Sarah Simms; and

WHEREAS, Billie Jean Miller celebrated her 80th birthday on July 30, 2016 at the Church of the Living God Crossroads Community Center in Caseyville; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Billie Jean Miller on the occasion of her 80th birthday and wish her many happy and healthy years to come; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Billie Jean Miller as a symbol of our esteem and respect.
