HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Mark McLeRoy on his
4retirement and recognize his many years of public service; and
 
5    WHEREAS, Mark McLeRoy's political career included serving
6as Alderman for the Freeport City Council from 1961 to 1969,
7Mayor of the City of Freeport from 1969 to 1989, Chairman of
8the Stephenson County Republican Party from 1990 to 1992, and
9Stephenson County Board Member from 1990 to 2002; he was also a
10Stephenson County Republican Precinct Committeeman at various
11times from 1960 to 1994 for a total of 18 years; and
 
12    WHEREAS, During his tenure as Freeport Mayor, Mark McLeRoy
13was a member of the Northern Illinois Mayors Association from
141969 to 1989 where he served as President from 1974 to 1975;
15and a member of the Illinois Municipal League Board of
16Directors from 1973 to 1989, serving as President from 1982 to
171983; he was invited to the White House by President Ronald
18Reagan in 1983 and was appointed to the Illinois Local
19Government Law Enforcement Officers Training Board from 1985 to
201989 by Governor James Thompson; and
 
21    WHEREAS, During his tenure as a Stephenson County Board
22Member, Mark McLeRoy served on the United Counties Council of

1Illinois Executive Committee from 1999 to 2016 (Treasurer
22013-2016), on the Illinois Counties Risk Management Trust
3Executive Committee from 1999 to 2016 (Treasurer 2003-2015), as
4the County Board Finance Chairman from 1998 to 2002, as the
5County Board Representative for Union Negotiations from 1998 to
62002, and as County Board Representative - Jane Addams Trail
7Commission from 1997 to 2016; and
 
8    WHEREAS, Mark McLeRoy has an extensive volunteerism
9career; he coached in the Freeport Grade School League from
101945 to 1957 and was one of three individuals to help organize
11Freeport Little League Baseball in 1951 where he coached from
121952 to 1964; he was a member of the Salvation Army Advisory
13Board from 1971 to 1978, a member of the Norman Sleezer
14Juvenile Home Board from 1981 to 1989 (President four years), a
15member of the Northwestern Illinois Area Agency on Aging Board
16from 1991 to 2012, serving at times as Finance Chairman, Vice
17President, and President; and a member of the State Legislative
18Committee for the American Association of Retired Persons
19(AARP) from 1995 to 2000; he received a Congressional
20Appointment to the White House Conference on Aging in 1995 and
21worked with FHN Meals on Wheels from 2005 to 2015; and
 
22    WHEREAS, Mark McLeRoy married Shirley J. Pohl in Freeport
23on April 30, 1954; their daughters are Sue (Jeffrey) Hartman
24and Patti (Steve) Rhode; their granddaughters are Lauren (Nate)

1Simonton and Emily Rhode; their grandson is Mark Rhode; and
2their great-granddaughter is Gianna S. Simonton; and
 
3    WHEREAS, Mark McLeRoy is a 33rd Degree Mason; therefore, be
4it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
7wish to congratulate Mark McLeRoy on his retirement and
8recognize his many years of public service and we wish him the
9best in all his future endeavors; and be it further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to Mark McLeRoy as a symbol of our respect and
12esteem.
