HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to thank Dr. Nettie Collins-Hart for her
4many years of service as Superintendent of Proviso Township
5High Schools District 209; and
 
6    WHEREAS, Dr. Nettie Collins-Hart is a native of Charlotte,
7North Carolina and a graduate of the University of North
8Carolina at Chapel Hill; she earned master's degrees in English
9education and educational administration from East Carolina
10University in Greenville, North Carolina and her doctorate in
11educational policy and leadership from the University of Kansas
12in Lawrence, Kansas; and
 
13    WHEREAS, Dr. Nettie Collins-Hart is a lifelong educator and
14administrator, having served as superintendent of Proviso
15Township High Schools District 209 since 2008; she previously
16served as an educator and administrator in North Carolina and
17Kansas; and
 
18    WHEREAS, Dr. Nettie Collins-Hart is noted for her work in
19closing the achievement gap, curriculum alignment, and equity
20education; her work has been cited in several educational
21publications, and she has also presented nationally on the
22topic; as superintendent, she has led efforts that have

1resulted in increased reading and math scores, increased ACT
2scores, improved daily attendance, increased honors and
3advanced class enrollments, and increased scholarship awards
4and student acceptance to college and post-secondary schools;
5during her tenure, Proviso Mathematics and Science Academy has
6been recognized as one of the top high schools in the nation;
7and
 
8    WHEREAS, During her time as an educator, Dr. Nettie
9Collins-Hart has added successful intervention programs such
10as test prep, credit recovery, reading and math prep academies,
11Saturday School, and an evening school and truancy program for
12students for whom the traditional school setting did not meet
13their needs; during the 2014-2015 school year, she expanded
14educational programs to include the cosmetology and barber
15program, an International Baccalaureate program, a
16pre-engineering program, and improved curricula in math and
17English through the Empower 3000 and Agile Mind programs; she
18has been instrumental in reducing District 209's budget deficit
19from approximately $14 million in 2007 to balanced budgets in
20every year since Fiscal Year 2010, placing the District in the
21State's highest category, "Financial Recognition", and raising
22the District's credit rating; under her leadership, the
23District is preparing to be removed from State financial
24oversight in 2016; and

1    WHEREAS, In 2012, Dr. Nettie Collins-Hart received the
2Outstanding Administrator Award for the 7th Congressional
3District of Illinois; in 2014, she was recognized by the
4Illinois General Assembly in commemoration of her success; she
5was recognized as the 2006 Superintendent of the Year by Region
64 of the American Cancer Society and nominated for
7Superintendent of the Year by the National Association of Black
8School Educators (NABSE) in 2014; in 2015, she was honored by
9NABSE with the Ida B. Wells Risk Taker Award; she was honored
10with the 2014 Orchid Award from the West Suburban Chicago
11Chapter of Top Ladies of Distinction, Inc., as an
12"extraordinary woman who is bold in service"; she has also been
13honored with the "Service Above Self" Award from the Rotary
14Club and Village of Maywood, the Operation Uplift Inc.
15Community Award, and the Proviso East NJROTC Appreciation
16Award; and
 
17    WHEREAS, Dr. Nettie Collins-Hart is a member of the Board
18of Directors for the Des Plaines Valley Region Partnership, of
19which she is a past president; she is a member of the Illinois
20Association of School Administrators Vision 20/20 Task Force,
21the Superintendents' Commission for the Study of Demographics
22and Diversity, the National Association of Black School
23Educators, and she serves on the Proviso Area for Exceptional
24Children Board; she is also a member of Alpha Kappa Alpha
25Sorority, Inc. and a past member of the AVID Board of

1Directors, Phi Delta Kappa, and Jack and Jill, Inc.; and
 
2    WHEREAS, Dr. Nettie Collins-Hart serves as a model of hard
3work, integrity, and dedication for the people of the State of
4Illinois; therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
7thank Dr. Nettie Collins-Hart for her service as Superintendent
8of Proviso Township High Schools District 209 and wish her
9great success and happiness in her future endeavors; and be it
10further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to Dr. Nettie Collins-Hart as a symbol of our esteem
13and respect.
