HOUSE RESOLUTION

 
2    WHEREAS, John A. Logan was born in Jackson County in what
3is now the City of Murphysboro on February 9, 1826; and
 
4    WHEREAS, During the course of John Logan's lifetime, he
5served in the Illinois General Assembly, the United States
6House of Representatives, and in the United States Senate; and
 
7    WHEREAS, John Logan gave a speech in Marion on August 19,
81861, after which General, and later President, Ulysses S.
9Grant declared that John Logan "saved Southern Illinois for the
10Union"; and
 
11    WHEREAS, John Logan raised the 31st Illinois Volunteer
12Infantry and, as Colonel, commanded it at the battles of
13Belmont and Fort Donelson, during which he was seriously
14wounded; and
 
15    WHEREAS, John Logan rose to the rank of Major General and
16commanded General Sherman's 15th Corps; and
 
17    WHEREAS, After the death of General McPherson, John Logan
18led the Army of the Tennessee to victory at the Battle of
19Atlanta on July 22, 1864; and

1    WHEREAS, John Logan's role in the victory at the Battle of
2Atlanta is honored by both the Atlanta Cyclorama and a grand
3equestrian statue in Grant Park in Chicago; and
 
4    WHEREAS, John Logan is considered by many historians to be
5the best of the Union's volunteer generals in the Civil War;
6and
 
7    WHEREAS, The General John A. Logan Museum honors one of the
8most noteworthy 19th century Americans, whose legacy includes
9modern veterans benefits, and being an early advocate of equal
10rights for African Americans and women - well ahead of his
11time; and
 
12    WHEREAS, John Logan is named, along with President Abraham
13Lincoln and President Ulysses S. Grant in the state song
14"Illinois"; and
 
15    WHEREAS, On May 5, 1868, as Commander-in-Chief of the Grand
16Army of the Republic, John Logan issued General Order No.11,
17which established Memorial Day as a national holiday;
18therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
21urge the United States Postal Service to commemorate the life

1of John Logan with a postage stamp to be issued in time for the
2150th anniversary of Memorial Day becoming a national holiday
3in 2018; and be it further
 
4    RESOLVED, That a suitable copy of this resolution be
5delivered to United States Postmaster General, Megan Brennan.
