HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Donald B. Rose on the occasion of his retirement as Wheaton City Manager; and

WHEREAS, Donald Rose will retire on April 30, 2016 after nearly 42 years of service with the City and 35 1/2 years as City Manager; he is the longest serving City Manager/Administrator in DuPage County and the fifth City Manager to serve the City since the adoption of the Council-Manager form of government in November of 1961; and

WHEREAS, During Donald Rose's time as City Manager, he oversaw many developments in the City of Wheaton, moving it from a small farming community to a robust small city, including the Danada development in south Wheaton, residential developments and improvements in the downtown area, a steady growth in population, a high level of service provided to residents, and maintaining a strong financial position for the City, including Moody's AAA bond rating since 2010, the highest level awarded to municipalities; and

WHEREAS, Donald Rose has exhibited a high level of professionalism and provided a consistent and steady hand while meeting the challenges of running the day-to-day operations of the City of Wheaton; while serving six mayors and 33 council members, he remained a consistent and knowledgeable presence and continued to guide the City with a focus on improving City services and developing Wheaton into a flourishing community that residents are proud to call home; and

WHEREAS, Donald Rose has been a valued member of the DuPage Mayors and Managers Conference for 35 years, a record among DMMC managers, and has served as a member of the Management and Finance and Intergovernmental Planning Committees, and Deputy Director and Director of the Transportation Committee; and

WHEREAS, Donald Rose's tireless dedication to the City of Wheaton is worthy of the greatest respect; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Donald B. Rose on the occasion of his retirement and wish him continued success and happiness in the future; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Donald Rose as a symbol of our esteem and respect.
