HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives, like all Americans, are heartbroken at the
4amount of senseless gun violence in the United States; and
 
5    WHEREAS, However, we do not believe the actions taken by
6President Obama address the root cause of gun violence, such as
7illegally obtained firearms; and
 
8    WHEREAS, Furthermore, we do not believe that the unilateral
9actions taken by President Obama provide an environment to
10begin a productive or collaborative discussion; and
 
11    WHEREAS, We are in agreement with the United States Supreme
12Court's decision in the case of the District of Columbia v.
13Heller, which confirmed that the Second Amendment protects an
14individual right to keep and bear firearms; we also agree with
15Justice Antonin Scalia that the Second Amendment ". . .
16elevates above all other interests the right of law-abiding,
17responsible citizens to use arms in defense of hearth and
18home"; and
 
19    WHEREAS, On January 5, 2016, the President announced a
20series of gun control actions in the form of executive orders
21during a press conference at the White House; and

1    WHEREAS, One executive order will increase the number of
2vendors who are required to conduct criminal background checks
3when they sell guns; and
 
4    WHEREAS, These executive orders will result in hiring more
5federal employees to handle those reviews and require dealers
6to inform federal authorities when a gun sold online is lost or
7stolen during transit; these executive orders on gun control
8will also affect many individuals by revoking licenses for
9dealers who do not sell a sufficient number of firearms; and
 
10    WHEREAS, This body will take every action to protect the
11Second Amendment rights of law-abiding citizens; therefore, be
12it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
15pledge to uphold our oath of office to support the Constitution
16of the United States and the Constitution of the State of
17Illinois.
