SYNOPSIS AS INTRODUCED:
 
ILCON Art. XIV, Sec. 3

    Proposes to amend the Constitutional Revision Article of the Illinois Constitution. Removes the limitation that amendments proposed by petition initiative be limited to structural and procedural subjects contained in Article IV. Reduces the number of signatures required to place a petition initiative on the ballot from eight percent of total votes cast for Governor in the last gubernatorial election to five percent. Provides that, if the petition is valid and sufficient, the proposed amendment shall be submitted to the electors at that general election and shall become effective if approved by three-fifths of those voting on the amendment.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Article XIV of the
9Illinois Constitution by changing Section 3 as follows:

13SECTION 3. CONSTITUTIONAL INITIATIVE FOR LEGISLATIVE ARTICLE
14    Amendments to Article IV of this Constitution may be
15proposed by a petition signed by a number of electors equal in
16number to at least five eight percent of the total votes cast
17for candidates for Governor in the preceding gubernatorial
18election. Amendments shall be limited to structural and
19procedural subjects contained in Article IV. A petition shall
20contain the text of the proposed amendment and the date of the
21general election at which the proposed amendment is to be
22submitted, shall have been signed by the petitioning electors
23not more than twenty-four months preceding that general

1election and shall be filed with the Secretary of State at
2least six months before that general election. The procedure
3for determining the validity and sufficiency of a petition
4shall be provided by law. If the petition is valid and
5sufficient, the proposed amendment shall be submitted to the
6electors at that general election and shall become effective if
7approved by either three-fifths of those voting on the
8amendment or a majority of those voting in the election.

SCHEDULE
11    This Constitutional Amendment takes effect upon being
12declared adopted in accordance with Section 7 of the Illinois
13Constitutional Amendment Act.
